Job Description : Summary
The Department of Natural Resources and Parks (DNRP) is looking for an Equity, Inclusion, and Belonging Manager (EIB III) to join our team. This position will ensure all department equity and social justice (ESJ) initiatives are aligned and integrated with King County’s ESJ Strategic goals and approaches. In this role, you will lead the implementation of the DNRP ESJ Policy, which prioritizes applying equity and social justice strategies and values in the development of budgets, services, capital programs, and management practices.
Reporting to the Chief Administrative Officer, the Equity, Inclusion & Belonging Manager III will oversee, develop, and implement DNRP’s Equity and Social Justice (ESJ) efforts to drive organizational change. This role will lead the department’s effort to center pro-equity and anti-racism in all actions and build pro-equity capacity at all department levels. The Equity, Inclusion, and Belonging (EIB) Manager III works with department leadership and the Office of Equity and Social Justice (OESJ) to develop strategic direction, identify and implement ESJ initiatives, and ensure goal attainment, internally and to the communities served.
Job Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the EIB Manager, you will:
Lead the work of assessing the department’s ESJ practices’ effectiveness and applying tailored department-wide ESJ best-practice strategies to accelerate progress and enable organizational change. Evaluate and report on the effectiveness of department ESJ activities and their impact on the work culture and business results.
Partner with department leadership, OESJ, and division-level EIB Managers to define and drive ESJ policies and practices into the department’s line(s) of business, internally and to the communities served.
Establish ESJ related performance measurement goals. Work to ensure metrics are understandable meaningful and lead to accountability and desired outcomes. Continuously review data to ensure anti-bias efforts are applied throughout the department.
Provide consultation, coaching, and support for managers and other employees to be innovative and adaptive in providing culturally responsive, inclusive, and equitable programs and services.
Communicate new/updated programs, policies, and processes to department leadership and employees. Work with management to deliver training/education/workshops around ESJ and related subject matter.
Participate in countywide ESJ team(s) and communities of practice to fulfill both department and county goals.

This role requires:
Demonstrated experience leading efforts to apply equity and social justice principles and practices to service delivery, community engagement, and prioritization of investments in a government or business setting.
Skill in applying quantitative and qualitative analysis and evaluating data for decision-making.
Demonstrated project management skills.
Ability to effectively engage in and sustain relationships with diverse people and cultures.
Highly desired experience (but not required):
Evidence of prior leadership that notably impacted systems of oppression and institutional
racism where outcomes were measured;
Advanced formal education in human resources, sociology, public administration, social justice, or related field; or equivalent (JD, MBA, M.Ed, etc.);
Five or more years of progressively responsible, related experience in advancing equity, inclusion, and belonging in a complex and large organization (1000+ employees, government).
Work Conditions:
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.
Work Schedule: This position is exempt from the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.
