Job Description : Job Summary
National Center for State Courts (NCSC) is a private, non-profit organization advancing justice systems and services in the U.S. and around the world. NCSC provides technical assistance, training, and technology in the justice sector, in partnership with the U.S. Department of State, USAID, and others. In addition to grants and contracts with the Federal government, NCSC partners with some of the leading contractors active in international development. NCSC’s International Programs Division is based in Arlington, VA. NCSC has more than 20 country/program offices active around the world, including in Latin America (Mexico, Guatemala, El Salvador, Honduras, Costa Rica, Panama, Colombia, Peru, and the Caribbean Basin); Eastern Europe, the Middle East, Africa, and Asia.
The Program Associate is an early-career position in program work at NCSC. As a member of the Latin America regional team, the Program Associate will support current programs and contribute to developing future programs in Latin America. The Program Associate will assist with program implementation and reporting; review financial reports, wire transfer requests, and vendor invoices; assist with travel arrangements and travel expense reimbursement; and maintain program records and documents. In addition to administrative support, the Program Associate may conduct research and recruiting to support the development of technical and cost proposals for new programs.
Duties and Responsibilities
The duties and responsibilities of the position include but are not limited to the following:
Providing day-to-day programmatic and administrative support to the implementation of donor-funded programs in coordination with field offices, Program Managers, and support divisions;
Assisting in the preparation and monitoring of program work plans and technical deliverables;
Assisting in the preparation of quarterly, annual, final, and other program reports;
Preparing reconciliations and payment vouchers for field office credit cards, consultant travel expense reimbursements, and vendor invoices, and submit to the Program Manager for approval;
Conducting first review of field office financial reports, including verifying account balances, transaction coding, and completeness of supporting documentation for transactions;
Making travel arrangements, including approval requests, visa applications, and airline and hotel reservations;
Assisting in the recruitment and mobilization of field office staff and consultants;
Maintaining program records and documents, including project files, donor approvals, consultant and vendor contracts, procurement materials, monitoring and evaluation data, etc.;
Conducting research and prepare country profiles or briefing memoranda;
Participating in the development of technical and cost proposals for programs related to court excellence, court administration, anti-corruption, access to justice, and gender empowerment;
Other duties as assigned.

Minimum Qualifications
To be considered for the position applicants must possess the following qualifications:
A Bachelors’ degree in international affairs, business, government or other relevant discipline; or equivalent education and experience that demonstrates the ability to perform in the position;
Fluency in English and proficiency in Spanish;
Demonstrated ability to communicate effectively verbally and in writing in English and Spanish;
Demonstrated ability in using Microsoft Excel, Word, and PowerPoint;
Two years of relevant experience supporting international development programs preferred;
Familiarity with USAID and/or U.S. State Department regulations preferred;
Ability to prioritize, follow direction, and handle multiple assignments within deadlines;
Ability to travel internationally; and
Eligibility to work in the U.S.

Supplemental Information
This position is based in Arlington, Virginia and eligible for hybrid remote work schedule. Spanish language fluency is required.
