Position : Parks and Trails Superintendent
Job Description : Under general supervision of the Deputy Director of Parks Operations and Projects, this position is responsible for directly and indirectly supervising assigned employees and oversees the overall management, coordination and direction of operations and maintenance for parks, grounds and trails. Work involves overseeing the administration, evaluation and inspection of parks, grounds, trails and facilities; preparing and overseeing the budget for assigned areas; and supervising subordinate personnel. Position oversees the exercise of appropriate safety precautions in the operation of equipment to ensure personal, public, and personnel safety. Position is responsible for performing, planning, and supervising various grounds care and landscape tasks to maintain a safe, clean, orderly, and aesthetically pleasing appearance of assigned areas. Employees in this class are responsible for planning, and assigning work and maintaining records on personnel and work performed; and when necessary, participating in all facets of work under charge. Position inspects work during and upon completion for adherence to objectives and work orders. Position is required to manage contracts and review the work of contractors. Performs related work as directed.
Examples of Duties
Ensures the Parks Supervisor and subordinate personnel are properly trained and perform according to established performance standards.
Assists with assigned project construction through communication with immediate supervisor, department director, and design and construction teams.
Administers a training program for the entire department ensuring that all employees are performing in a safe, efficient and hazard free capacity.
Administers and manages a work order system ensuring that employees adhere to the directives and objectives of the department.
Participates in the hiring process; assists with interviews, recommends individuals for hiring, trains and orients employees.
Inspects parks, recreation facilities, trails and grounds for proper operating procedure and recommends necessary changes and corrections.
Prepares requisitions for materials, equipment and supplies; makes recommendations on the purchase and specifications of maintenance equipment; orders supplies as necessary; keeps inventory records on equipment and supplies; supervises daily maintenance and use of department equipment and supplies.
Assists in budget preparation and expense monitoring; prepares cost estimates for work to be performed; submits justification for equipment; monitors budget expenditures.
Assists in developing and implementing policies and procedures related to the operation of park, grounds and trail facilities.
Supervises and participates in all facets of work under charge.
Supports special events by communicating with event organizers and helps with planning, logistics, and execution for events; informs staff; schedules staff; makes repairs; assists with set up and break down.
Meets with members of the public in responding to and resolving concerns and complaints.
Works with other departments as needed.

Typical Qualifications
High school diploma or GED, supplemented by five (5) years of previous experience in the field, including three (3) years progressive supervisory experience, or an equivalent combination of education, training, and experience. Must acquire Certified Playground Safety Inspector’s Certificate within 24 months of employment. Significant knowledge and experience in labor and workflow management, with emphasis on Computerized Maintenance Management Systems (CMMS), contract management, horticulture, landscape maintenance, construction principals and irrigation methods required. Must be proficient with Microsoft Office suite, with an emphasis on Word, Excel, and Outlook. Must possess or be able to acquire First Aid and CPR certification within the first three (3) months of hire date.

Data Utilization: Requires the ability to calculate, compute, summate, and/or tabulate data and/or information. Includes performing subsequent actions in relation to these computational operations.
Human Interaction: Requires the ability to function in a supervisory/managerial capacity for a group of workers. Includes the ability to make decisions on procedural and technical levels.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools, and/or materials utilized in performing essential functions. Ability to work offsite via, smartphone, tablet or laptop.
Analytical Skills: Must be able to research and analyze job related information and have marginal skills to interpret construction/project plans.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference data and information, such as work orders, evaluations, order forms, work schedules, equipment operating instructions, and cautionary statements.
Written Skills: Requires the ability to prepare reports.
Mathematical Aptitude: Requires the ability to add, subtract, multiply, and divide; calculate decimals and percentages.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness, and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

Physical Ability: Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Tasks require visual perception and discrimination. Tasks require oral communications ability.
Environmental Factors: Tasks risk exposure to adverse environmental conditions, such as dirt, dust, odors, humidity, temperature and noise extremes, wetness, strong/toxic agents/chemicals, machinery, vibrations, and bright or dim lighting.
