We are looking for a Social Health Information Exchange Analyst to join the Grants and Special Projects Unit of the Health Programs Office (HPO)!
HPO is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. HPO plays an instrumental role in achieving HCPF’s mission to improve access to cost-effective, quality health care services for Coloradans. The Grants and Special Projects Unit is responsible for HCPF grants administration and for designing and implementing the HPO programs in the Department’s American Rescue Plan Act HCBS plan.
This position was created by federal legislation through H.R. 1319,
the American Rescue Plan Act of 2021.
This position can work fully remotely from anywhere in the State of Colorado.
**Please note – equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
Description of Job
WHAT YOU’LL BE DOING AS SOCIAL HEALTH INFORMATION EXCHANGE ANALYST:
Lead collaboration among several State organizations that impact interoperability systems in health and human services policy in the State of Colorado, particularly the Governor’s Office of eHealth Innovation, CO Dept. of Human Services, and the Department of Local Affairs.
Determine cross-agency procurement of a data sharing and interoperable data warehouse, analyzing existing Health Information Exchange products and evaluating processes for the best development of a State of Colorado model in support of Health First Colorado population.
Lead the mapping of business requirements for the SHIE system with the goal of finalizing a data sharing capacity between HCPF, CDHS and potentially DOLA to improve population health and shared programmatic implementation.
Create a SHIE system incorporating social determinants of health referral outcomes and ensuring that system functions are validated and verified to share bi-directionally between medical teams and community based organizations.
Analyze potential system processes for the population and system controls that are necessary for quality of fiscal agent contractor analysts, system designers and programmers.
Implement a system that meets both Health First Colorado provider and community based- organization needs while also ensuring CMS and privacy compliance.
Communicate system strategies with staff and research system functions to discover information and expose problems with the goal of guiding viable system solutions.

Bachelor’s degree from an accredited institution in Business Administration, Computer Information Systems, or a related field of study.
AND
Three years of professional experience performing Business Analyst duties, including but not limited to documenting business requirements, managing project scope, and supporting requirements validations.

Experience with Medicaid systems, policy, or associated state programs and systems
Professional experience in:
Systems business analysis
Documentation of business requirements for large-scale medical claims processing system, medical information system, or referral information system

Formal computer programming
Stakeholder management, risk management or project management
Definition of Professional Experience: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor’s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
CONDITIONS OF EMPLOYMENT:
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination.
Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment.
This is a term-limited position with funding through March 31, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
