Job Description : Class Summary
The Communications Department is a fast-growing group of dedicated and passionate communications professionals who work to tell Gwinnett County Government’s story to the nearly one million residents who call this vibrantly connected community home.

Drawing on our strong brand and using video, web, graphic design, social media, email newsletters, and other media platforms, we support the PR, marketing, and advertising needs of the County’s departments and elected officials. Creative and detail-oriented applicants will find a dynamic, supportive environment within Communications.

The Social Media Manager works in a fast-paced environment, supervising, planning, and executing communications campaigns to reach target audiences. The manager plays a key role in guiding the direction of Gwinnett County’s social media presence and advising departments on social media best practices that align with the County’s values of integrity, accountability, equity, inclusivity, and innovation. The ideal candidate is independent, strategic, and savvy to the rapidly evolving social media landscape.

The grade for this position is 105.

Essential duties:
Serves as a working manager to include supervision of staff; prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations
Shapes County’s social media presence; introduces new campaigns, initiatives, and processes.
Develops project management processes and oversees social media team workflow
Oversees production of social media content working alongside graphic designers, video producers, and other content creators to ensure consistency with campaigns.
Reviews social media content for accuracy, grammar, voice, and branding.
Monitors County departments’ social media pages; provides support; responds to requests for information; and provides subject-matter expertise guidance to departments.
Oversees and participates in the analysis of social media metrics; formulates recommendations based on findings; implements priorities, work processes, and procedures; and trains individuals on established or modified organizational practices and procedures.
Manages and maintains branding and style standards including font, image, content, and logo usage in all social media content
Accepts and provides constructive criticism and resolves conflicts to meet the needs of managers, clients, and peers
Keeps a pulse on new communications tools and tactics and seeks new opportunities to reach target audiences.
Participates in special projects; participates in/on a variety of task forces, meetings, committees, and/or training sessions.
Develops and administers budgets; allocates resources; approves expenditures; reviews financial statements.
Performs additional duties as assigned and works extended hours, including weekends and evenings, as needed to support the Communications Department’s programs and services.

MINIMUM QUALIFICATIONS

Bachelor’s degree in public relations, marketing, communications, or a closely related field
Five years of experience with social media management using a variety of platforms, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
Two years of managerial experience

PREFERRED SKILLS

Exceptional writing and editing skills; dedication to grammatical precision, consistency, accuracy, and quality in communications; and understanding of appropriate tone for various platforms
Three to five years of experience with social media management tools, including Buffer, Hootsuite, Sprout Social, or similar platforms
Demonstrated experience with advertising on various social media platforms
Excellent verbal communication and relationship management skills
Understanding of various communications methods and how to develop effective messaging
Proficient in Microsoft Office Suite and demonstrable skills in Adobe Creative Suite applications, in particular InDesign, Illustrator, and Photoshop
An exceptionally creative communicator with impeccable interpersonal and customer service skills
Flexible, open-minded, willing to adapt to changing/competing priorities, able to manage multiple demands, and skilled in time management
Public relations or marketing agency experience
Experience developing content for digital media, specifically social media, and measuring digital media tools for their effectiveness
Skilled in photography and the use of photo editing software
Someone who enjoys learning and continually seeking new ways to grow personally and professionally
Bilingual and able to read, write, and speak Spanish, Korean, Vietnamese, or Mandarin proficiently

Employees can choose a contribution rate of 5.0% or 7.5%Gwinnett County will contribute 7.0% of your pensionable earnings per pay period. An employee is fully vested in 5 years. If you contribute at least 3% of your base pay to the 457(b) plan, Gwinnett County will contribute an additional 1% to your Defined Contribution Retirement Plan (this is in addition to the 7% described above).
