The Office of Policy, Planning and Evaluation (OPPE) strives to improve health through policy development, implementation, and evaluation. The principles of health equity, engagement, and innovation guide our work.
We convene, lead, and support efforts internally to the agency and externally with Tribes, partners and others at the local, state and federal level in alignment with agency, Governor, and community-influenced priorities. Policy research, design, and advancement is integral to our work.
Reporting to the Deputy Secretary of Policy, Planning, and Evaluation, our Social Research Scientist works collaboratively with internal and external partners.
Duties include:
Design evaluation plans and implement evaluations with community, government, and other partners, including identifying methods to answer evaluation questions.
Implement mixed-method evaluations, including conducting focus groups, key informant interviews, surveys, and other methods.
Disseminate and share results with agency colleagues, community partners, and policymakers to facilitate learning.
Manage projects efficiently in an environment of shifting priorities with time and budget constraints.
Conduct qualitative and practical research.
Develop a comprehensive strategic evaluation plan that identifies and prioritizes evaluation activities to be completed.
Develop and implement individual evaluation plans for prioritized initiatives that align with agency priorities.
Create review processes to evaluate the effectiveness of programs by developing feedback methods, conducting user interviews and recording results for evaluation.

The DESIRED candidate profile:
NOTE: All relevant experience including lived, volunteer, or professional, or a combination of experience and education that demonstrate the ability to perform the work will be considered.
Three (3) years of experience applying evaluation principles and methods; or a Master’s degree or higher in a social or health science.
Demonstrated experience in the following:
Developing and implementing qualitative research methods and techniques; designing and managing an evaluation or research project; identifying and implementing appropriate evaluation methods and techniques and ensuring compliance with human subject protocols.
Writing and presenting information in multiple formats for multiple audiences, including data, findings, and conclusions into clear and concise reports, presentations, and infographics for lay and technical audiences.
Displaying knowledge of advanced qualitative analytical and interpretive skills, quantitative analysis principles and methods.
Working with and successfully collaborating with a variety of individuals from diverse backgrounds to conduct community-led or community-informed evaluations.
Effectively collaborating and maintaining effective relationships with a variety of individuals, including community member, agency representatives, and partners.
Managing highly visible and politically sensitive projects with multiple tasks requiring attention to detail.
Demonstrating proficiency in Microsoft Office, including PowerPoint, database creation, and project management
Demonstrating proficiency in Software for qualitative analysis and administering web surveys.

Compensation
The annual compensation is between $82,344 and $110,760, depending upon qualifications. Washington State offers a full benefits package including vacation and sick leave, family medical and dental coverage, life insurance, retirement, and a deferred compensation program.
