Job Description : The Department of the Treasury serves as the central state agency, providing statewide financial and other specialized services to agencies and higher education institutions of the Commonwealth. Treasury has six service area divisions: General Management, Debt Management, Risk Management, Operations, Cash Management and Investments and Unclaimed Property.

The State Treasurer is responsible for the overall leadership and operations of the agency in the investment of state monies, issuance and management of the short and long-term financing needs of the Commonwealth, administration of the state’s unclaimed property and escheat laws, administration of insurance and risk management programs, management of the state’s banking network, development of cash management programs, and check issuance services.

The State Treasurer of the Department of the Treasury serves at the pleasure of the Governor and reports to the Secretary of Finance, which is a cabinet level position reporting directly to the Governor.
Duties and Responsibilities

The State Treasurer is responsible for six major and distinct functions that serve the Commonwealth.

Debt Management directing financing for capital needs of the Commonwealth and its agencies, boards and authorities.

Cash Management and Investments investing the Commonwealth’s funds and maintaining a statewide banking network.

Unclaimed Property administering the Virginia Disposition of Unclaimed Property Act and the Escheats Statute.

Risk Management administering statewide insurance and self-insurance programs.

Accounting and Trust Services providing support services to Treasury and related boards and authorities for budgeting and accounting for investments, trust and bond funds, and debt issuances, as well as payment of debt service.

Check Processing and Bank Reconciliation providing support services for the receipt and disbursement of state funds.

In addition to the responsibility for oversight and management of the operations of the Treasury, the State Treasurer serves as an ex-officio member of 10 boards/authorities of the Commonwealth as follows:
Treasury Board, Chair
Virginia College Savings Plan
Virginia Housing Development Authority
Virginia Port Authority
Virginia Resources Authority
Virginia College Building Authority
Virginia Public Building Authority
Virginia Public Schools Authority
Debt Capacity Advisory Committee
Virginia Small Business Financing Authority

Minimum Qualifications
The Commonwealth of Virginia is looking for an experienced, dynamic, and proven leader to oversee the Department of Treasury. The State Treasurer serves as a strategic visionary and influential leader with the skills, passion and commitment to lead to achieve results; creating a culture of customer focus, collaboration, and process improvement; and being an effective change agent.
At least 10 years of successful track record experience directing business operations.
Strategic and integrated thought process to make critical, difficult, and timely decisions, with the ability to executive and follow through to completion.
Experience in financial services industry such as banking, investments, and capital markets.
Comprehensive knowledge and understanding of regulation in municipal securities and banking industries.
Experience working with Boards and serving effectively on Boards of Directors.
Demonstrated high–impact people management experience of a diverse staff.
Strong ability to organize and effectively resolve internal and external conflicts timely.
Demonstrated passion for public service and community engagement.
Familiarity with state government’s legislative and budget processes is desirable.
Excellent oral and written communication skills.
Ability to communicate effectively with individuals at all levels – elected and appointed officials, stakeholders and general public.
Ability to effectively represent the Secretary of Finance and the Administration at professional and community events.

Preferred Qualifications
Masters Degree in public administration, business administration or closely related field.

Special Requirements
The State Treasurer of the Department of the Treasury serves at the pleasure of the Governor and reports to the Secretary of Finance, which is a cabinet level position reporting directly to the Governor. Background and reference checks are required for this position.
