SUMMARY:
The East-West Center is accepting applications for a limited, two-year appointment (with possibility of extension) for Voucher Examiner in the Financial & Administrative Services Department. This position performs a variety of functions related to the pre-auditing and processing of a variety of payment documents for stipend and allowances, dissertation and tutoring expenses, research costs, tuition and fees, orientation, insurance and travel and related expenses for Degree Students, Research Interns, Visiting Fellows, Professional Associates and Conference/Workshop Participants.

MAJOR DUTIES:
The Voucher Examiner reviews documents for conformance with purchasing policies and procedures, participant policies and procedures, travel regulations, Federal and State of Hawaii tax laws and requirements, award terms and conditions, accuracy, sufficient supporting documentation, justification, correct use and distribution of proper accounts and object classifications, accounting information and completeness. This position also generates disbursement checks and verifies other voucher examiner batches for accuracy and completeness.

The Voucher Examiner ensures the correct amount of taxes are being withheld or computed on taxable payment documents and other expenditure transactions that affect taxable or reportable payments. This position coordinates the calendar year-end tax reporting for Form 1042S for the Center. Reconciles the annual tax summary reports. Compiles and prepares necessary tax reports, forms, and electronic data for submission to appropriate tax offices. Prepares and distributes calendar year-end tax forms for participants.

Additional duties include data entry into accounting system, maintaining vendor code listing, managing timely encumbrance payments, and other duties as required.

SUPERVISION:
This position works under the general supervision of the Disbursing Officer. The supervisor provides new or unusual assignments by defining objectives, priorities, and deadlines. The employee works independently on continuous assignments and handles problems and deviations as they arise. The employee may take some problems along with possible solutions to the supervisor for advice and approval.
REQUIRED QUALIFICATIONS:
Education – High school diploma or equivalent training and experience from which comparable knowledge and ability can be acquired.

Experience – Five years of full-time work experience that demonstrates the ability to perform the duties of this position or a combination of post high school education and directly related experience which totals five years. Experience pre-auditing payment documents to ensure compliance with policies and regulations.
Demonstrated Ability – To plan, organize, prioritize, and coordinate work involving a wide variety of tasks and materials; to take initiative and work independently and cooperatively in following through on assignments; to maintain a high level of accuracy in working with numbers and other detailed matters; to interpret, apply and maintain knowledge of internal and external policies and administrative procedures; to work effectively and deal pleasantly and helpfully with people of diverse cultural backgrounds; to work under the pressure of deadlines and competing demands; to work efficiently in a non-routine environment; to adapt to changes and exercise initiative and good judgment in dealing with a variety of situations; to establish and maintain accurate files and records; to appropriately handle confidential information; to communicate effectively both verbally and in writing; to assume responsibility for whole areas of work and integrate information from relevant sources; and to gather and/or prepare background materials. Proficiency with Microsoft Excel or equivalent programs demonstrating advanced knowledge of use of formulas in manipulating data in spreadsheet applications.

Knowledge – Of office practices and procedures; of correct English grammar, punctuation, spelling, and word usage; and of office machines and equipment.

PREFERRED QUALIFICATIONS: Knowledge of regulations and procedures related to payments to non-US persons or entities.
SALARY: $50,877.91 per year which includes a cost-of-living allowance (COLA) currently at 9.75% (subject to change annually) and an attractive total compensation package.
