Job Description : This condo is searching for an experienced part time operations manager for approximately 40 hours per week. The pay is $65,000.00 but is negotiable based on experienceDuties include:Administrative Duties1. Know the House Rules and maintain a copy of the Declaration, By-Laws and other pertinent documents as required. Be able to interpret these regulations to owners, residents, guests and the general public as needed. Assure familiarity with the Association insurance policies and coverage and assist the Property Manager with the completion of any insurance claims.2. Have a working knowledge of the State (HRS 514b) and Federal laws concerning condominiums under the guidance of the Property Manager.3. Provide required data to the Property Manager for the preparation of the annual budget and reserve analysis. –4. Identify problems and opportunities for improvement. In such cases, study, investigate, assemble data and develop recommendations for BOD approval and help to implement the BOD decisions.5. Review and recommend maintenance and repair programs to be carried out by contractors for the BOD approval. Coordinate all work with the Property Manager when applicable. Plan and implement maintenance programs approved by the BOD. Report progress of specific programs6. Submit a monthly OM Report to the Property Manager for every BOD meeting giving general information on buildings, grounds condition, maintenance staff, equipment condition, outstanding violations, resident complaints, and next month’s projects. Attendance at the monthly BOD meeting is required. Any exception is made with permission of the Property Manager and the BOD.7. Prepare an annual report to the BOD for the Association’s Annual Meeting, detailing major accomplishments as well as completed and planned projects. Attend the Annual Association Meeting.8. Submit a written Manager’s report to the managing agent no less than 7 days prior to all Board and Association meeting.9. Incident reports must be sent withing 3 business days of any incident.10. Reserve study – review the Level 1 reserve study and most recent reserve study update and prepare a list of components for repair and replacement for years 2022 and 2023. Upon board approval for specific components, comply with the bid procurement policy.11. Assist and attend any Board hearings regarding Rule violation appeals; Follow up monthly on Complaints/Rule violations till completion; maintain daily cleaning logs of restrooms; fire inspections/safety protocols; worker safety/OSHA compliance; any incident involving risk of serious bodily injury or imminent damage to property need to be investigated immediately with a report within 3 days and corrective action taken as soon as practical; coordination of subcontractor schedules with owners/tenant; oversight of security reports; inspection of gulch and perimeter fencingHouse Rules/Arch review1. Maintain and track House Rules violations by keeping a copy of all citations issued in each unit’s file2. The Operations Manager is to accept any/all modification requests. As part of this duty, they are to review the requests to make sure that they are complete, i.e., insurance certs, etc., and upon confirmation, submit to the board along with the OM recommendation for approval, conditional approval, or denial. Conduct site inspection necessary to ensure that the work was completed according to approved application.3. Understand the contactor’s licensing law, building code and DPP building permit requirements. inspect work in progress and conduct a final inspection to ensure that the work was done in accordance with the approved modification request.4. Enforce the House Rules based on personal observations and as a result of complaints by other residents. Enforcement should be done in a pleasant and informative manner. Any conflict as to the meaning and interpretation of the Rules should be referred to the BOD. Flagrant or continued violations should be reported in writing, to the Property Manager. Log any action taken in your Daily Logbook.5. Accept complaints as graciously as possible, Provide courteous, professional, and tactful advice and/or guidance to owners, residents, guests and vendors. All complaints should receive rapid action and those not acted on or solved one working day after receipt shall be referred to the Property Manager.6. Accept complaints on all items, but if it does not involve common elements, the RM can advise the owner or resident to contact the individual owner or rental agent for, that unit. However, if the RM believes he/she can help to resolve the dispute and, in an effort, to maintain a peaceful atmosphere, he/she may offer suggestions. The RM may provide owners or residents with a unit’s point of contact name and address, but no phone numbers. The resident should be notified when the problem has been resolved.7. Request that all complaints which will require action by the Property Manager to be submitted in writing directly to the Property Manager’s office.8. Attend all board meetings wherein a House Rules appeal is on the agenda.9. Any incident involving risk of serious bodily injury or imminent damage to property need to be investigated immediately with a report within 3 days and corrective action taken as soon as practicalProperty InspectionsThe Operations Manager shall make at least two scheduled daily rounds of the property, one during the day and one at night that shall include inspection of:Day InspectionComplex Driveways, Sidewalks and Pathways -· Clear of rubbish, low -hanging or interfering foliage and in good repair Parking lots —· Cars parked within marked stalls and not overlapping sidewalks or steps· Guest cars registered and parked in guest stalls· Cars without resident stickers or guest registration cited· Trash enclosure doors and bins closed and secured· Mailboxes securedCommon Areas-· Trees and landscaping trimmed —· Recreation Area clean including BBQ Area· Recreation Center Restrooms clean· Pool cleaning and pool equipment functioningNight Inspection:1. Complex Driveways, Sidewalks and Pathwaysa. Clear of rubbish, and in good repairb. Unit entrance lighting functional2. Parking lots —a. All cars parked within marked stalls and not overlapping sidewalks or stepsb. Guest cars registered and parked in guest stallsc. Cars without resident stickers or guest registration citedd. Trash enclosure doors and bins closed and secure3. Common Areas –a. All complex lighting operational.b. Recreation Room clean and lockedc. Recreation Room Restrooms cleand. Pool area locked, Pool clean and pool equipment functioningMonthly inspection:1. The Operations Manager will conduct a monthly detailed site visit of the common area which will include a comprehensive report submitted to the BOD and PM. This report will include a description of the issue, a photo of the issue and recommendations for repair/replacement. Each item will be classified as either (S) Safety, (M) Maintenance, or (Enhancements).2. The Operations manager will conduct a monthly detailed site visit for the purpose of issuing House Rule Violations. After the inspection, issuance of the House Rules violations must be issued within 2 business days. Finally, the house rules violations will be tracked on a spreadsheet to ensure that house rules are enforced regularly and fairly and that they are issued pursuant to the enforcement policy. Weekly, the Operations Manager will follow up on previously issued House Rules to either ensure compliance or to advance the violation to the next3. Fire/life safety- inspect the property to conform with fire/life safety guidelines and compliance with the Life Safety Evaluation completed by Coffman Engineers.Bid procurement1. The Operations Manager will be responsible to procure any outside bids on behalf of the association pursuant to the AOAO Procurement Policy. This includes, but is not limited to:a. Creation of a specificationb. The qualification of biddersc. Any necessary site visits with bidders.d. Preparation of a bid analysise. Inspection of final workf. Signing off on all invoices noting that the work was done according to specification.g. Understand the contactor’s licensing law, building code and DPP building permit requirements. inspect work in progress and conduct a final inspection and be prepared to sign off on the invoices that the work was done in compliance with the approved specification. This also applies when reviewing and approving design guidelines.Miscellaneous1. Review of the Armstrong Consulting electric meter reports and coordination with Armstrong for the installation of dead submeters.2.
