Position : BUSINESS ANALYST

Job Description : The Department of Administration is seeking a Business Analyst for the Benefit Services Division (BSD) to provide systems support and functional expertise for Benefits related systems. This role serves as a liaison between Member Services, Plan Administration, HRIS, retirement systems, vendors and other system users.

Job Duties:
Tests proposed system changes and interface file changes to ensure alignment with business processes and functional design documents for HRIS system.
Uses functional expertise of benefits systems to conduct analysis, identify root cause of problems and resolve issues.
Assists with writing and implementing test scripts and functional design documents.
Prepares and maintains documentation, standard work and end user training materials.
Provides end user support and assistance in using the benefits system and performs centralized transactions.
Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:

Principles and concepts of benefits eligibility, premiums and refunds.
ERP system benefits modules at the subject matter expert level.
Laws, regulations, statutes and trends in the area of assignment; compliance with rules and regulations.

Skilled in:

Translating technical concerns into layman’s terms to bridge the gap between member services and IT.
Strong interpersonal skills.
Effective oral and written communication.
Excellent organizational skills, with attention to detail and setting priorities.
Extracting data, preparing data and reports; reviewing data and resolving errors or issues.
Effectively perform benefit premium audits.
Advanced mathematics.
Various business related software.

Ability to:

Establish and maintain effective working relationships.
Handle inquiries in a professional, effective and efficient manner.
Evaluate and improve processes.
Work independently with minimal supervision.
Selective Preference(s):
Prior experience working with the Infor Benefits module.

Pre-Employment Requirements:
Background and reference check, including a state and federal criminal records check

Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
