Overview:
The Code Enforcement Officer performs a variety of technical duties necessary to execute the requirements of the City’s code enforcement programs. Employees in this class work under close supervision and with other City departments to monitor and enforce zoning, building, property maintenance, noise, abandoned vehicle and other codes and ordinances designed to protect the health, safety and welfare of the residents, and the general quality of life. The employee serves as a resource and provides information on City regulations to property owners, residents, businesses, and the general public, along with other City departments and divisions. Employee may, with adequate training, satisfactory performance evaluations, competency in executing the routine job duties, master the skills necessary to advance to the next higher level class.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Enforces City codes and ordinances pertaining to zoning and housing.
Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards; attends neighborhood meetings to discuss and educate citizens about City codes
Responds to citizen concerns and complaints and City Council requests
Prepares records and reports pertaining to abatements, court actions, daily activities, enforcement actions and inspections
Compiles documentation for and issues summonses with approval of supervisor
Testifies in municipal court; performs additional duties as assigned
Collaborates with other departments to complete tasks
Performs other duties as required
BASIC QUALIFICATIONS:
High School Diploma or GED
Six months experience in enforcement related work including investigating allegations, conducting research and resolving complaints, concerns or conflicts
An equivalent combination of training and experience that demonstrates required knowledge, skills and abilities may be considered
Obtain certification as Property and Housing Inspector from ICC within 18 months
Georgia Association of Code Enforcement Level I Certification within 18 months
Experience and knowledge of investigative principles, practices and due process
PREFERRED QUALIFICATIONS:
Associates degree in Fire Technology, Environmental Studies, Law Enforcement, Construction Technology, Public Administration or closely related field preferred
Bachelor degree in Criminal Justice, Public Administration or other related major of study
Two (2) years of experience in the code enforcement field
Knowledge of general construction practices, procedures and requirements; and dispute resolution techniques and methods
Ability to establish and maintain effective working relationships with employees, citizens and elected officials
Handle sensitive or stressful situations with tact and diplomacy; communicate effectively both orally and in writing; make presentations
Ability to read, interpret, and explain City Codes and site plans, maps and work plans
ICC Certification as Property and Housing Inspector
Georgia Association of Code Enforcement Level I Certification
Level 1B Soil and Erosion Certification
Minimum Requirements & Advancement Opportunities:
There are three levels of advancement within the Code Enforcement Officer classification:
Code Enforcement Officer I – This entry level position is open to candidates who have a basic background in code enforcement, law enforcement, the military, or other related political science/public administration positions. Must meet standards as outlined in the job description.
Code Enforcement Officer II – Division should have open position prior to promotion. Candidates for this intermediate role must have at least two (2) years of Code Enforcement experience. Promotion opportunity to this level is based on the ability to master all of the qualifications of a Code Officer I, and show an exceptional understanding and ability to perform the work required for a Code Officer II. Must meet requirements as outlined in the job description.
Senior Officer/Code Supervisor Division – This is a senior –level position for Code Enforcement classification. This position is for individuals who have at least five (5) years of Code Enforcement experience with two years of measured successful experience in a leadership role. The candidate for this advanced role will have mastered all qualifications of a Code Enforcement Officer II prior to consideration. Must meet requirements as outlined in the job description.

Code Enforcement I: $50,000 to $55,000
Code Enforcement I: $55,000 to $60,000
