Job Description : POSITION PURPOSE:
The Director of the Emergency Department is responsible for championing and ensuring the provision of high quality, safe, effective, and efficient nursing care and support services to patients in the Emergency Department, as well as SART and Trauma programs. This Director will provide clinical leadership and role model respectful, constructive, interdisciplinary, and collaborative communications, critical thinking, and problem-solving. They will positively influence and promote engagement and education of staff in evidence-based care practices. This position requires focus on patients’ and providers’ experiences and rounding to evaluate care, clinical needs, safety, and environmental integrity. The Director will seek organization and workflow opportunities with staff and providers. They will assure that quality improvement targets, nursing care policies and care protocols critical to patient outcomes, experiences, satisfaction, and discharge needs are prioritized, developed, and reviewed with staff, patients and providers. They will assure that departmental and hospital-wide goals are supported and reviewed with staff and inter-disciplinary teams involved. Data dashboard(s) will be developed with staff, posted, monitored, problem-solved, and achievements acknowledged regularly. They will set goals and objectives for practice standards in collaboration with the ED Medical Director.
NATURE AND SCOPE:
This is an exempt management position covered under the personnel policies of the Employee Manual for Non-Union Employees. The incumbent is subject to a six-month probationary period in accordance with the provisions of the manual. The incumbent may, from time to time, be required to work more than forty hours per week and/or assist in the provision of direct patient care by maintaining the skills necessary to do so. Such work in excess of forty hours per week is compensated by the annual salary. The individual in this position understands and supports the overall goals of the administration of the hospital and manages the resources and activities of the Emergency Department to assist in accomplishing the hospital’s mission, vision, goals, and values. The ED Director must be self-directed; be able to work with minimal supervision; and be willing to accept the responsibility of administering the department. The ED Director develops and implements policies and procedures for the operation of their departments; maintains and improves the quality of care in accordance with state and federal regulations and the hospital’s quality improvement program; and works harmoniously with other departments of the hospital to improve and strengthen the operation of the entire hospital. The Director will support standards of nursing practice within the American Nurses Association and the Emergency Nurses Associations, as well as the Alaska State Board of Nursing’s statutes and regulations. The Director is responsible for the Level 4 Trauma Designation requirements and serves as a key liaison with the Emergency Management Services (EMS) and community agencies. (i.e. South Peninsula Behavioral Health Services, Inc. and allied providers.) The ED Director reports to the Chief Nursing Officer (CNO).
ENVIRONMENT:
South Peninsula Hospital is a combined 22 bed critical access hospital and 28 bed long term care facility located on the southern end of the Kenai Peninsula. Persons in this position are exposed to infectious diseases, including all types of blood-borne pathogens, muscle strains, falls, and needle stick injuries. A mechanical lift is available for lifting patients when needed. Generally, physical demands are moderate and most work is performed inside. Work hours may fluctuate based on patient census and required meetings.
LATITUDE:
The duties and accountabilities of this Director are generally defined in this position description. The individual in this position has the authority to hire, evaluate, discipline, and terminate employees under their direction within the parameters established by institutional policy and practice. This individual has the latitude to evaluate and recommend changes in hospital and departmental policies and procedures consistent with best practices. They will oversee coordination of patient admissions, including specific related care, staffing, and progressive needs through discharge with all affected staff and physicians. Questions concerning the latitude or authority of this position should be directed to the CNO.
SUBORDINATE ACTIVITIES:
This position directly engages, supervises, develops, and evaluates all personnel assigned to the Emergency Department, as well as SART and Trauma programs. This individual will also provide feedback for employee annual evaluations.
KNOWLEDGE AND EXPERIENCE:
Must possesses a current license to practice as a registered nurse in the state of Alaska.
A minimum of 3 years of experience in acute care and/or intensive care required.
Supervisory experience preferred.
Bachelor’s degree required.
Must maintain current certifications in BLS, ACLS, and PALS.
TNCC, ENPC, and PALS must be completed within six months of hire.
ENPC and TNCC instructor certification preferred.
Ability to successfully direct staffing resources, facilitate teamwork, prioritize activities, and respond in emergency-disaster-related needs.
Effective speaking, listening, and writing skills are required to communicate with personnel and providers at all levels.
Experience in quality improvement projects/dashboards, Skills Labs, and educational programs required.
Mathematical/analytical ability required for time card system, meeting budget and capital preparatory and approval processes, and calculation of drug dosages, statistical analyses and other presentational/operational activities.
Demonstrated ability to lift up to 50 pounds without self-injury, as well ability to walk and stand for prolonged periods of time, including stooping and sitting.
Ability to wear personal protective equipment, including respirator for extended period of time.
SAFETY ACCOUNTABILITIES:
Performs all job functions in a safe manner.
Identifies safety hazards in the department and the workplace.
Investigates/Reports all personnel, on-the-job injuries, per Hospital policy. Meets with a Human Resources (HR) representative to discuss results and address follow-up recommendations.
Includes safety topics that involve an in-service or training in monthly department meetings.
Leads monthly department staff meetings.
Active member of managerial, PCCQ, and Safety Committees.
GENERAL ACCOUNTABILITIES:
Interprets and follows hospital policies to: a.) Preserve patients’ rights to privacy and confidentiality and b.) Uphold hospital business and personnel confidentiality. c.) Address visitors and governmental agency’s surveys/regulations/standards.
Interacts cooperatively with others to role model a healthy work environment and team building efforts.
Attends in-service education to insure hospital compliance with state/federal licensing regulations.
Responds to supervision in a professional and courteous manner.
Ensures accurate completion of department time cards and submits for processing in a timely manner.
Attends and promotes staffing forums (i.e. Open Forums, CEO breakfast, Skills labs, Inter-departmental meetings, Patient-Centered Care Quality Committee).
Participates in development of strategic goals and timelines.
Performs other duties as assigned.
PRINCIPAL ACCOUNTABILITIES:
1. Leads and manages the department staff /resources by:
Recruiting, retaining, evaluating, and supporting outstanding staff and their developmental needs.
Assessing and updating Orientation-Preceptorship-Continuing Skills Labs Programs.
Promoting/implementing evidence-based practices: policies, procedures, and clinical protocols.
Developing departmental goals and objectives with posted and updated dashboard metrics.
Developing/Analyzing budget-revenue-productivity reports for accuracy with timely variance response/intervention(s).
Provides/supports on-going mentoring/evaluating of staff’s skills/competencies. Seeks resources to support/strengthen. Works closely with the clinical education department.
Rounds on patients/families, staff, and physicians. Role models and follows up on customer service, commendations, corrective, and/or recovery actions.
Involves staff in decision making and proactively holding all accountable for goals and standards.
Manages personnel in compliance with facility policies and the collective-bargaining agreement.
Participates in the planning, development, solutions, and coordination of information systems to record, retrieve, and analyze clinical care and departmental statistics in meeting departmental goals and requirements of hospital, regulatory, and licensing agencies.
Maintains procedural references in all areas of responsibility and provides updates to staff.
Oversees patient falls prevention and/or post-fall `huddles’ and evaluations.
Reviews and manages occurrence reports for those departments reporting to this director, working closely with Quality Department.
Supports the Emergency Management (EM) Preparedness Plans; Evaluates EM events/follow-ups.
2. Accountable, in collaboration with Acute Care and OB Directors, for balanced acuity and productivity-based staffing levels to maintain adequate 24-hour departmental and service line coverage with specialty skills of nursing and allied support staff required.
3. Monitors all nursing and support staff activities/subspecialties.
4. Role models an interdisciplinary approach in evaluating care issues/opportunities, and team solutions.
5. Corrects practice areas found to be below facility standards with clinical colleagues and teams.
6. Participates in the growth and development of the departmental quality improvement/safety programs.
7. Participates in the formulation of new forms and/or EHR platform changes.
8. Engages, recognizes and empowers staff in decision-making, solutions, and advancing clinical expertise.
9. Works closely/collaboratively with other department leaders and providers.
10. Actively leads department in regards to state/federal surveys and their subsequent plans of correction.
11. Oversees SART/SANE and trauma programs for South Peninsula Hospital.
PROFESSIONAL GROWTH:
