Job Description : JOB SUMMARY: Leads the facilities function which includes maintenance, repair and alteration of RurAL CAP buildings and grounds, serving at RurAL CAP’s representative in planning and developing facilities and new construction. Leads the Safety Program for the organization. Participates as a member of the agency leadership team.ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES: Leads the Facilities and Maintenance division, using a shared-services, organizational-wide model.Leads the organization’s Safety Program. Organizes and leads monthly Safety Committee Meetings, recruiting Safety Committee members, planning and implementing safety initiatives including coordinating Safety topics at the Agency All Staff meetings. Manages and coordinates facility safety plans. Manages entry and security at all Agency facilities. Does needs assessments and coordinates staff training on topics such as site evacuation plans, fire drills, earthquake safety, physical security. Ensures compliance with OSHA and other safety standards. Coordinates with CPCO on issues of mental safety and security. Follows up with managers and staff on injury reports (such as Workers Compensation Injuries) to analyze root causes. Works to implement training and other measures to ameliorate causes of injuries, leveraging the assistance of the CPCO as needed.Leads the Facilities and Maintenance staff. Collaborates with others inside and outside the agency for the purpose of planning and implementing construction, maintaining services, including leasing services, and or programs. Develops long and short range maintenance plans and programs (emergency response, energy management, annual budget). Assures fiscal accountability for Division funds; monitors budgets and expenditures; develops cost-effective strategies for the best use of program funds; coordinates with the Finance Director and accounting staff to assure timely and accurate reporting of financial information.Coordinates and oversees new construction, repair work, projects, equipment, work orders, daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently; specifications are within local/state/federal regulations; and approving inspection reports and payment requests.Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that expenses are within budget limits and/or fiscal practices are followed. Identified new opportunities for funding for capital projects and facility improvements.Oversees the recruitment, training, supervision and evaluation of the Facilities and Maintenance staff; motivates staff through positive role-modeling, mentoring and coaching; fosters team-building and professional development opportunities for staff.CanPresents information for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.Performs other duties as assigned.COMPETENCIES, SKILLS, AND ABILITIES: Ability to attend numerous on and off-site meetings as participant or presenter.Ability to read, comprehend, and follow established policies and procedures.Ability to manage work time well, prioritize and meet deadlines.Ability to exercise good judgment, courtesy and tact.Ability to establish good rapport with people of diverse cultures and belief systems.Demonstrated ability to work effectively in a team environment.Must demonstrate sound judgment, professional boundaries, ethics, and ability to maintain confidentiality.WORK ENVIRONMENT/JOB CONDITIONS: Agency is a mandated tobacco, drug and alcohol free workplace.Develops and maintains constructive and cooperative working relationships with others.Develops specific goals and plans to prioritize, organize, and accomplish work.Communicates with others outside the organization, representing the organization to customers, the public, and other external sources in person, in writing, or by telephone or e-mail in keeping with current policies & procedures.PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 25 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.Must be in good general health and free from serious physical, mental health and/or substance abuse problems.POSITION TYPE/EXPECTED HOURS OF WORK: This is full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand. Occasional travel within and outside of Alaska.TRAVEL: Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION: Must be at least 18 years of age.State and federal background checks, including fingerprints, may be required.High School degree with (6) years’ experience or the equivalent of ten (10) years professional experience in facilities maintenance, construction, or a related field. Bachelor’s degree preferred.Extensive experience with rehabilitation and construction projects, property acquisition, housing and facility financing, and community planning.Experience must include staff supervision and team building; development, monitoring and revision of budgets, reporting to funding sources, program compliance and evaluation; and, proposal writing.Ability to build cooperative relationships with organizations and agencies which support the goals of the Agency.Excellent oral and written communication skills, including ability to address diverse audiences.Organizational skills to maintain daily work flow and meet all program requirements.Responsible work ethic with reliable attendance.Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.Must be able to provide own transportation to meet work schedule requirements.Job Type: Full-timePay: $82,742.40 – $101,524.80 per yearBenefits:Dental insuranceEmployee assistance programEmployee discountFlexible spending accountHealth insuranceHealth savings accountLife insurancePaid time offRetirement planVision insuranceSchedule:Monday to FridayWork Location: Multiple Locations
