Job Description : ****MUST APPLY ON OUR WEBSITE****https://www.mbhci.org/about/join-our-team/___________________________________________________________________Position Summary: This is a highly responsible management position accountable for planning, organizing, and directing many phases of a comprehensive and diversified recruiting program. This position is responsible for the operational aspects of the centralized recruiting process and for ensuring the organization’s goals are met through sourcing and screening the highest quality talent. This position partners with internal clients to develop recruiting strategies; develops and implements cost effective recruitment plans that minimize time-to-fill; provides consultation throughout the selection process to maximize fit and retention; develops and builds hiring processes for a variety of levels from temporary staffing to executive placement.This individual will work on HR projects to include policy development and rollouts, design/conduct functional skills training on use of the Predictive Index, interviewing and other recruiting topics. Participates as part of a team approach to solving workplace issues. S/he is to ensure that reporting positions are adequately and consistently staffed, are managed in accordance with professional and/or contractual, regulatory or legal standards and Meridian policy/procedure, and performs to the level specified for that unit in the annual plan and/or budget. S/he oversees the performance/development of his/her team. The work requires specialized management, professional, technical, and/or business expertise. The work requires the use of independent judgment and initiative in carrying out day-to-day duties and responsibilities and while under the supervision of the SR Vice President of Human Resources, work is primarily done independently with only general oversight. This is an exempt position.___________________________________________________________________Minimum Qualifications:Education: A Bachelor’s degree in Marketing, Business or Public Administration, Industrial Relations, Human Resource Management or similar degree. Related experience may substitute for a degree.Experience: Minimum of 3 years leading a recruiting function or team – preferably in healthcare or non-profit; Experience with job boards, social media recruiting, applicant tracking systems, people management, and comfortable presenting to large groups of people a must. Experience with DocuSign or similar programs highly preferred.___________________________________________________________________Driver Requirement: A current Florida Driver’s License with a clean driving record while meeting company insurance requirements is preferred.In order to qualify as a Center Driver, the candidate must at least 21 years of age and have an active Florida Driver’s license. Motor Vehicle Record will be reviewed for eligibility. No more than 3 moving violations and/or accidents within the past 3 years and no major violations during the past 5 years. Drivers over 65 years old must provide a current doctor’s note stating they have no driving limitations. ___________________________________________________________________Essential Duties/Responsibilities: · Drive, direct and streamline all recruiting efforts and processes;· Implement strategic hiring procedures and improve on recruitment measures;· Design and implement a more cost effective and innovative sourcing plan with heavy focus on the use of social media and sourcing;· Develop and conduct companywide presentations, workshops, etc. to current management team & employees on recruiting best practices and OFCCP regulations;· Supervise, coach and mentor staff by setting clear goals and benchmarks for recruiting team. Provide performance feedback and addresses deficiencies early and often;· Drive constant improvement in talent acquisition practices and process refinement;· Document and present detailed progress reports of recruiting outreach and campaigns;· Adherence to fair employment laws and OFCCP regulations;· Maintenance of the DATIS HRIS System and DocuSign forms;· Develops content for advertising for recruiting needs including internet postings, social media updates, newsprint and other advertising avenues. Develops content for other marketing materials;· Direct the internal and external employment campaigns for the organization.· Set up and manage the academic recruitment effort, university relations and oversee the HR portion of the internship and volunteer programs.· Manage relocation, immigration and other activities related to these responsibilities.· Develop, research, analyze, prepare and present company recruiting metrics.· Coordinate the recruiting and on-boarding process, ensuring the collection of all required documentation, review official offers of employment and notify appropriate staff for scheduling for New Employee Orientation.· Referral generation, Internet sourcing, ad placement, direct sourcing/cold calling, networking and efficient and valid screening/selection procedures.· Establish and maintain professional relationships with external vendors, agencies and with external recruiting sources (i.e., colleges/universities, recruiting agencies, professional organizations).· Conduct research on prospects to identify needs that we can meet, and possible business development approaches, for the Recruiting Department and other areas of HR to the extent that cross-selling is feasible.· Assist the SR VP of HR with developing the department’s business plan and help keep the department’s members on track to carry out their marketing activities, and ensure those activities are coordinated with other, complimentary activities in other areas of HR.· Design and implement a cost effective recruiting and sourcing plan through innovative strategies such as social media. Responsible for the development of center-wide advertising for all recruiting needs including advertisements, networking and social media.· Assist in developing and managing annual recruiting expense forecast and budget. Monitor and maintain advertisement, agency, and departmental expense data for tracking and reporting, as well as editing recruiting efforts weekly to meet needs.· Perform other duties as required to meet program and departmental goals and strategic objectives or as assigned by the SVP/CHRO.___________________________________________________________________Knowledge, Skills, Abilities: Knowledge of staffing industry rules and regulations and Medicare guidelines preferred. Requires strong work ethic, discipline, extreme organizational skills and the ability to cold call new accounts, create, develop and nurture relationships. Considerable skill in interviewing techniques knowledge of Human Resources laws and regulations regarding recruiting and selection preferred. Extensive knowledge of information technology applications to recruitment. Must be a proactive self-starter and strategic thinker who can take ownership of their responsibilities and see them through with minimal oversight.
