Position Overview

Under the general direction and supervision of the SVT Emergency Manager, the Emergency Management Technician will serve as an assistant fire administrator/firefighter for the Barabara Heights Volunteer Fire Department, assist with recruitment and retention of volunteer firefighters, manage fire department documentation, assist with incident planning, hazard mitigation, incident response and recovery efforts, train community members to respond to and prepare for local emergency situations, and promote a healthy, drug, alcohol, and tobacco-free lifestyle through activities, education and cultural enrichment for all ages.

Duties and Responsibilities

Assistant Fire Administrator
Assist the Fire Chief with the administration of the SVT Barabara Heights Volunteer Fire Department (BHVFD)
Recruitment, training and retention of volunteers
Serve as a volunteer firefighter with BHVFD
Organize local training for BHVFD
Keep volunteers current with National Incident Management System (NIMS)
Track out-of-town training opportunities
Maintain records
File reports to State of Alaska Fire Marshal’s Office
File Annual State of Alaska Fire Department Registration
File monthly ANFIRS reports
Complete and submit reports to SVT President/CEO and Tribal Council
Research grants to help fund equipment, apparatus, building, etc.
Maintain necessary certifications and trainings as necessary
Draft standard operating procedures
Maintain SVT Community Emergency Management Plan
Maintain the community Fire Wise Program
Maintain Chimney Brush Program
Serve as certified instructor of Basic Life Support (BLS)/CPR/First Aid for Communit and employees of SVT, to include Baraabara Heights Volunteer Firedfighters.
Emergency Management
Assist the Tribal Emergency Manager with incident planning, hazard mitigation, incident response and recovery efforts
Serve in Command and General Staff positions within incidents, including within the Emergency Operations Center
Serve as the Tribal Emergency Manager in his/her absence
Research and manage grants that support emergency planning, mitigation, response and recovery activities
Injury Prevention
Assist Prevention Program with activities geared toward injury prevention
Conduct Community safety programs such as: Cold Water & Boating Safety, Seven Steps to Survival Program, Fire Safety, First Aid, etc.
Work with ANTHC’s Injury Prevention Program to include the following community services: Smoke alarms, carbon monoxide alarms, ice cleats sales program, reflective tape campaign, etc.
Participate in region-wide teleconferences regarding injurt prevention issues.
Coordinate with Human Resources on work safety issues
Participate in community health and safety fairs by providing informational brochures, subject matter expertise, arranging fire extinguisher training, etc.
Other duties as assigned.

Specifications

Must be 18+ years of age
Understand community safety issues and risk factors.
Requires ability to work with all ages (infants, children, adults, etc.)
Must be able to operate a computer and its basic programs, including Microsoft Office, Mac, PC, web browsers, calendar functions, etc.
Must be able to operate standard office equipment, such as fax, copier, multiline phones, etc.
Must be able to work outdoors in various weather conditions
Must be able to maintain confidintiality
Represent SVT in a professional manner at all times both on and off SVT premises, in accordance with the SVT Professional Conduct of Employees Policy.

Job Requirements

Education:

H.S. Diploma, GED, or equivalent required; Emergency Management degree preferred

HIPAA Training

Experience:

Emergency Management degree or equivalent experience preferred

Certifications/Licensure:

American Heart Association BLS Instructor Certification within 6 months of hire

Rural Fire Protection Operations within 18 months of hire CERT Leader within 18 months of hire.

This job requires work outdoors in various weather conditions that may include, but is not limited to, sunshine, wind, rain, snow, and cold temperatures. Work outdoors may be subject to hazards or nuisances such as loud noise caused by ATVs, watercrafts, and aircrafts, insects and insect bites, and grass stains on clothing.
