POSITION: Planner
Department of Building and Planning

Planning Division

RANGE & RATE: Schedule WA00 Range 11
$37.236/hour – $72,610/year

37.5 hour work week

SUMMARY:

This highly motivated and responsible candidate with mid-level experience as a

community planner will possess experience in a broad range of planning disciplines

including, but not limited to, environmental conservation, historic preservation, building

and architectural design, transportation coordination and established understanding of

planning policy. Additionally, the candidate shall have technical professional skills. This

position requires both technical and professional work involving the processing and

review of development applications and permits, as well as the preparation of planning

reports required from the Planning Division.

Typical daily tasks involve reviewing and tracking development plans for completeness

and compliance with Township codes, while providing information to interested parties

regarding land use policy and making recommendations regarding land use proposals.

This position includes the responsibility for making administrative land use decisions in

accordance with subdivision regulations and basic policy planning principles. Policy

planning includes data analysis and preparation of reports that synthesize data into

infographics and maps that support initiatives. The work requires that the employee have

good knowledge, skill and ability in land use planning and data management.

SUPERVISION RECEIVED:

Works under the general supervision of the Assistant Director of Planning.

ESSENTIAL FUNCTIONS:

Demonstrates basic understanding of Pennsylvania Municipalities Planning Code and

Township planning policies within the Commonwealth.

Interprets and applies applicable state, county and local codes, ordinances, regulations,

standards, specifications, policies and procedures pertaining to planning, zoning, land

development and land use.

Processes and reviews development and permit applications to determine compliance

with Township codes and the municipal planning code, including tracking applications

and financial guarantees.

Presents applications to the Township Planning Commission, Ad-Hoc Committees and

citizen groups.

Coordinates the publication of plans, letters, planning policies, ordinances, projects and

other planning program related tools.

Ensures accurate and consistent application of policies and regulations.

Coordinates distribution of application information to all review bodies and other

interested parties.

Coordinates development process with outside agencies such as the County Board of

Assessment and County Planning Commission.

Assists in preparing agendas and minutes for advisory committees.

Maintains department files for maps, permits, development applications and code

amendments.

Prepares planning documents, model ordinances and projects in conjunction with the

Planning Division.

Assists with preparation of graphics for public meetings and presentations. Computes

areas and dimensions, compiles statistical data, completes forms and prepares reports as

necessary.

Responds to phone, virtual meeting and in-person inquiries regarding development

regulations and procedures.

Attends meetings and assists with planning studies and participates on steering

committees as representative of Department, as requested.

Assists with Deed Registration.

Contributes to the future development and maintenance of the comprehensive plan.

Performs other related work duties as required.

QUALIFICATIONS:

A bachelor’s degree from a recognized college or university in urban planning or a related

field, plus two years of progressively responsible experience in municipal planning and

plan review. AICP certification or related professional license is preferred.

Valid class C driver’s license.

Proficiency with Microsoft Office suite, especially experienced with Excel, Word and

PowerPoint required.

Expertise with ESRI ArcGIS or other geospatial analysis tools preferred.

Proficiency with Adobe Creative Suite preferred.

Ability to multitask and set priorities.

Ability to utilize analytical, organizational and problem-solving skills to support sound

decision-making.

Ability to write clear and concise technical reports and correspondence

Thorough knowledge of planning, design and land use principles and practices.

Considerable ability to handle diverse details and perform administrative procedures.

Considerable ability to establish and maintain effective working relationships with co-
workers, developers, property owners, professionals and the general public.

Good ability to read, interpret, draft and revise maps and plans.

PHYSICAL REQUIREMENTS:

Ability to sit for up to 3 to 5 hours, stand for up to 1 to 3 hours and walk or drive for up

to 1 to 2 hours.

Ability to bend/stoop, squat, reach above shoulder level, crouch and/or push or pull 1% to

35% of the workday and lift 35 to 68% of the workday for general office procedures.

Ability to lift and carry up to 10 pounds of equipment continuously and up to 34 pounds

of equipment up to 35% of the workday.

Ability to use hands for simple and firm grasping, fine manipulation and repetitive

movements for general office procedures including typing, writing and drafting.
