Salary: $8,816 to $14,673 per month (EM-07, Minimum to Maximum)

Duties Summary
The Planning Program Administrator I class administers a program of land use planning; or assists in the direction and coordination of the State’s major program of public planning and the development and evaluation of program plans and activities; and performs other duties as required.

This class involves the overall administration of a program of public planning regarding statewide land use. The class also involves the work of a first assistant to the administrator of the State’s major program of public planning with responsibility for assisting in directing and coordinating projects and work activities within and between the several major segments of the program in order to achieve valid and timely results. Work includes establishment of project schedules and insuring adherence thereto in all subordinate work units, and reviewing completed projects for soundness of conclusions and consistency of results. It also includes the review of operations and the improvement of all aspects of operations.

This position is located in the Department of Land and Natural Resources and serves as head of the Office of Conservation and Coastal Lands (OCCL). The OCCL functions to assure the protection and conservation, through judicious development and utilization, of the State’s natural resources attendant to the land, including submerged land to ensure optimal long-term benefits for the people of Hawaii. The Office oversees the regulation and enforcement of land uses within the State Land Use Conservation District and serves as the foundation for the State’s coastal erosion, beach protection and restoration efforts.

The duties and responsibilities of the position involve administering all programs of the OCCL which include processing major and minor Conservation District Use Applications, site plan approvals, and administrative rule amendments for subzone boundary of the Conservation District; investigating and enforcement of Conservation District violations; conducting contested case hearings; administering the State Coastal Lands Program; planning and implementing beach restoration projects; developing plans to mitigate coastal erosion hazards; developing departmental positions and comments on the impacts of proposed actions by federal, State, County and private projects; conducting special projects (e.g., policy development for shoreline hardening); and administering the Special Beach Restoration Fund.
Minimum Qualification Requirements
To qualify, you must meet all of the following requirements:

Basic Education/Experience: Bachelor’s degree from an accredited four-year college or university.

Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional public planning experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions, and identify problems and opportunities in the area(s) of concern.

The experience MUST also show actual involvement in and responsibility for:
A. The integration of such information including: the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern;
B. Advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analyses for the formation of plans and programming of plans; and
C. Formulation and presentation of plans, and policy recommendations including alternatives and consequences of alternative actions to decision makers and at public hearings.

Such experience should demonstrate possession of the knowledge and general research sources and sources of environmental socioeconomic information, practices of public planning, and the ability to analyze facts and develop sound conclusions therefrom.

At least one year of the experience must have been comparable to the fully independent Planner V level in the State.
The Planner V conducts studies and prepares plans for the development of a geographic area, a major area of concern, public facility or activity; establishes and promotes effective relationships with other agencies and jurisdictions; and performs other related duties as assigned. The Planner V class involves the full range of professional planning work required in the conduct of major planning projects.

Selective Certification Requirement (Coastal Lands Conservation Experience): In order to effectively perform the duties and responsibilities of this position, applicants must possess the following:
A. Knowledge of natural resource management principles and practices related to conservation land and shoreline areas;
B. Knowledge of land use planning activities and regulatory framework of county and State agencies; and
C. Ability to understand and appropriately apply State land use laws, regulations and policies related to land development or utilization proposals.

Therefore, certification of eligibles for this position shall be restricted to applicants who meet the minimum qualification requirements for the class Planning Program Administrator I, and who possess the following:
Of the required four and one-half (4-1/2) years of Specialized professional planning experience above, TWO (2) years shall have been in land use planning which involved conducting research and investigation on proposed land use regulations and/or land use planning.

At least ONE (1) year of the required two (2) years of the Coastal Lands Conservation planning experience described above MUST be comparable in scope and complexity to that of the class Planner V in State Service.

Supervisory Experience: One (1) year of professional planning experience which included:
A. Planning and directing the work of others (including professional planners);
B. Assigning and reviewing their work;
C. Advising them on difficult problem or potential problem areas;
D. Timing and developing subordinates; and
E. Evaluating their work performance.

Administrative Experience: One (1) year of experience in the field of planning which involved active participation in and MAJOR responsibility for the development, management, evaluation, execution and coordination of planning policies, activities and programs.

Substitutions Allowed for above Selective Certification Coastal Lands Conservation Experience only:
A. A Master’s or Ph.D. degree in urban and regional planning with specialization in land use planning (or an equivalent planning major) from an accredited college or university may be considered to demonstrate possession of ONE (1) year of the Coastal Lands Conservation required knowledge and abilities.
B. A Master’s or Ph.D. degree in Geography with specialization in urbanization AND successful completion of the Certificate in Planning Studies in the Urban and Regional Planning program at the University of Hawaii may be considered to demonstrate possession of ONE (1) year of the Coastal Lands Conservation required knowledge and abilities.
