MISSION: Participate as a member of the team managing the Permanent School Fund assets in a sound and prudent manner for the benefit of all Texans.

On or after January 1, 2023, all Permanent School Fund positions will transfer from the Texas Education Agency to the Texas PSF Corporation, a recently formed special-purpose governmental corporation. Staff benefits, including insurance and retirement, will remain with the Texas Employees Retirement System. All PSF staff participate in a performance incentive plan.
POSITION OVERVIEW: The Texas PSF Corporation is seeking a talented individual to join a team of professionals at the Texas Permanent School Fund (PSF) Corporation, a $55 billion perpetual public fund endowment that helps finance the state’s public schools.
This position reports to the Managing Director of Administration and is responsible for overseeing facilities operations, directing routine maintenance, responding to emergencies, managing facilities risk, managing contractors, overseeing security, and conducting site inspections. Assures the effective functioning of the facility to provide an efficient and safe working environment for employees and their activities by using best business practices to manage resources, services, and processes to meet the needs of the PSF. This position works across all divisions and is vital to the success of continued, effective, and efficient operation of an institutional investment management organization.
The ideal candidate will be well-organized and able to optimize the use of space and equipment, have sufficient experience overseeing and directing the facility needs of a growing organization. The individual will be expected to be a leader and have a willingness to learn all aspects of the PSF.
The professional selected for this position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment; and is expected to help the PSF meet its performance goals and support the Texas PSF Corporation in fulfilling its strategic priorities.

ESSENTIAL FUNCTIONS:
Oversee planning, management, and operations of the PSF’s facilities and building management.
Manage and coordinate with contract vendors, as needed.
Coordinate minor repair and construction projects, remodels, and other special projects.
Investigate facility-related complaints and recommends corrective action.
May oversee applicable insurance needs of the Corporation.
Develop and maintain tracking systems and reporting documents to monitor departmental output and employee satisfaction.
Responsible for PSF’s physical risk/safety management program; maintaining/certifying Texas PSF property; inventory archived physical records; coordinating moves of personnel, furniture, and equipment.
Coordinate the annual risk management and fire marshal inspection visits.
Attend and participate in professional group meetings.
Oversee billing process for the telecommunications, postage, copy center and supply areas.
Other duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university.
Experience: Minimum of 5 years or more working as a Facilities Director or Facilities Manager.
Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis
OTHER QUALIFICATIONS:
Knowledge of asset management.
Liaison with facilities management.
Skill in the use of standard office equipment and software including US and express mail procedures.
Ability to motivate and influence others where there is not a direct reporting relationship.
Ability to adapt to unexpected tasks and work in an environment that requires short turnaround times and the possibility for work outside normal working hours.
Effective analytical and problem-solving skills.
Ability to communicate clearly and effectively, both verbally and in writing, including writing management reports and making public presentations.
Exhibits a strong work ethic, is reliable, and works effectively and collaboratively as part of a team.
Flexible and organized and handles multiple and shifting priorities while paying attention to details; uses sound, independent judgment to make decisions.

Primary functions require sufficient physical ability and mobility to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight.
