We are a diverse team that is focused on making connections and building organizational strength. We are seeking two individuals to help build out our team and support our organization in recruitment and on-boarding efforts.
The Talent Acquisition Specialist performs human resources and talent acquisition work. Work involves coordinating recruiting efforts, coordinating the onboarding process, and providing technical assistance and advice to TRS management and staff. Works under limited supervision with moderate latitude for initiative and independent judgment. This position reports to the Talent Acquisition Manager.

WHAT YOU WILL DO:
Recruiting Coordinates recruiting and talent acquisition efforts, to include: conferring with managers and hiring teams to determine staffing needs, discuss diversity issues, and develop the recruiting plan. Provides technical assistance and advice on the hiring process, interview questions and techniques, hiring salaries, employment laws, and other staffing related issues. Develops and processes job announcements and postings for vacant positions. Assesses candidates for potential fit to TRS and to targeted candidate profiles. Screens applications for minimum qualifications and responds to applicant questions and inquiries. Conducts pre-employment testing of applicants. Coordinates background checks. Conducts new employee orientations. Provides advice, counsel, and technical assistance to managers, supervisors, and staff regarding talent acquisition matters.
Talent Acquisition Develops and implements plans to systematically and consistently search for qualified candidates to accommodate current and future hiring needs. Collaborates with managers regularly to gauge recruitment needs and maximize the effectiveness of the recruiting process. Evaluates and assesses effectiveness of recruiting strategies to improve talent acquisition efforts as necessary. Utilizes online tools to source and attract qualified candidates, including social media, talent databases, job boards, and other online research. May represent the agency at job fairs and participate in other special recruitment efforts.
HR Support Provides back-up support and assistance to other human resources staff and programs to ensure continuity of human resources operations during staff absences and peak periods. Assists in or is responsible for planning, analyzing, developing, revising, and implementing human resources – processes and forms. Recommends changes to procedures and processes to improve efficiency and effectiveness. Participates on special projects and workgroups.

WHAT YOU WILL BRING:
Education: Bachelor’s degree from an accredited college or university. Additional experience as a human resources coordinator, generalist, or recruiter may substitute for the required education on an equivalent year-for-year basis.
Experience: Three (3) years full-cycle recruiting efforts, talent acquisition, interviewing, and managing the candidate/hiring manager experience.
Registration, Certification, or Licensure: None.
Preferred Qualifications Bachelor’s degree from an accredited college or university with major course work in human resources, business, public administration, or a related field. Experience developing, implementing, and managing an agency’s award and recognition program. Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM-Certified Professional, and/or SHRM-Senior Certified Professional certification(s).
Knowledge, Skills and Abilities
Knowledge of: Current recruiting technology, tools, and trends. Familiarity with the labor market and ability to knowledgeably discuss. State and federal employment laws, statutes, and regulations. Talent acquisition, recruiting and staffing practices and strategies. Principles and practices of human resources management. State human resources and general compensation principles and practices.
Skill in: Assessing and identifying candidates for appropriate fit to agency culture and targeted business needs. Conducting detailed online research. Providing direction, guidance, counseling, and recommendations to management on talent acquisition related matters. Reviewing job applications to assess qualifications and conducting and advising on effective interviews. Using a computer in a Windows environment with word processing, spreadsheet, presentation, and other business software. Planning, organizing, and prioritizing work assignments to manage a high-volume workload in a fast-paced and changing environment, and completing detailed work with a high degree of accuracy. Analyzing human resources and management problems and creating effective solutions. Professional and positive written and verbal communications, including preparing and delivering complex correspondence, reports, presentations, and proposals.
Ability to: Exercise consistent judgment and discretion when working with hiring managers and candidates. Think critically to identify problems, evaluate alternatives, and recommend effective solutions. Build professional networks and work with diverse personalities, backgrounds, and skill sets. Interpret policy and data of varying levels of complexity in a clear and concise manner. Manage difficult situations with tact and diplomacy and the ability to understand when to ask for assistance. Support projects and facilitate workgroups. Provide quality customer service. Establish and maintain harmonious working relationships with co-workers, agency staff and external contacts. Work effectively in a professional team environment.
