Major Duties and Responsibilities
Under general direction, examines and resolves most complex Unemployment Compensation (UC) accounts/cases/applications, provides technical policy and operating system assistance to central and/or field office personnel, assists with training of and serves as lead worker over lower-level examiners, handles difficult and most complex inquiries from general public and legislative inquiries, gathers data and writes reports on performance quality and corrective action recommendations: serves as higher level adjudicator and analyzes facts, assesses credibility, and applies appropriate laws while investigating and adjudicating claims in accordance with laws, rules, and policies (e.g., instances where two parties have the right to appeal to determine whether to allow or deny unemployment insurance [UI] benefits); applies independent evaluation and judgment when reviewing and resolving cases that require planning and conducting technical case/account work from beginning to end; performs fact-finding to determine if additional information is needed in both initial and redetermination examinations of unemployment claims; obtains additional information from relevant parties through direct interviews or correspondence and interprets and clarifies contradictory or ambiguous information gathered; during interviews, identifies issues of potential fraud and refers issues to OUIO fraud specialists and auditors; independently analyzes, interprets and applies current laws and rules governing unemployment to the facts gathered in the investigation process in a timely manner to determine whether claimant will receive benefits; speaks with witnesses, including claimant and employer, and gathers information regarding discrepancies and controversies in claim(s); researches and verifies pertinent facts, evidence, and information associated with claims using a variety of databases; issues administrative appeals decisions; represents OUIO through verbal and written communication and in meetings with various entities (e.g., claimants; employers; attorneys); acts as lead worker in assigned unit or office and provides mentoring and guidance to lower level adjudicators/examiners.
Provides answers to incoming inquiries and explains status regarding unemployment claims to claimants and employers through various methods (e.g., mail, telephone; email); disseminates appropriate unemployment information to applicants, claimants, co-workers, employers, other government agencies and other interested parties to facilitate program operations and to provide effective customer service; contacts interested parties to resolve complex and/or multi-faceted problems regarding unemployment claim; monitors and manages voicemails and emails to ensure timely responses to customer inquiries; provides periodic training and conducts presentations as required; participates in rapid response sessions and other outward-facing training/education events.
Performs other related duties as assigned (e.g., operates personal computer to produce correspondence, reports and other documents; travels to attend training and meetings; maintains logs, records and files).

Qualifications

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

24 mos. exp. as an Unemployment Compensation Examiner 2 with the State of Ohio.

OR

24 mos. exp. in interpreting & applying program eligibility &/or liability (e.g., unemployment compensation; workers compensation, human services or income tax law) AND at least
6 mos. trg. or 6 mos. exp. in developing correspondence;
6 mos. trg. or 6 mos. exp. in employee training & development;
6 mos. trg. or 6 mos. exp. in making presentations to groups;
12 mos. trg. or 12 mos. exp. in customer contact (i.e., telephone &/or face-to-face) for purposes of problem solving;
6 mos. trg. or 6 mos. exp. in operation of personal computer in a MS Windows environment;

OR

The equivalent of minimum class qualifications noted above.

AND

Must provide own transportation for travel & required automobile insurance coverage pursuant to section 4509.51 of Revised Code.

The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job:
Knowledge of interviewing; public relations; human relations; *law (federal/state unemployment compensation laws, rules, policies & procedures); bookkeeping; *accounting; *employee training/development.
Skill in basic addition & subtraction; comprehend & record figures accurately; add, subtract, multiply & divide whole numbers; calculate fractions, decimals & percentages; word processing office systems software (e.g. MS Word, Excel, Access; OJI; ESTAS; ERIC); operating photocopier, calculator, computer.
Ability to cooperate with co-workers on group projects; handle sensitive inquiries from & contacts with officials & general public; resolve complaints from angry citizens & government offices; interpret variety of instructions in written, oral, picture or schedule form; define problems, collect data, establish facts & draw valid conclusions; *deal with many variables and determine specific action (e.g. research, production); copy material accurately & recognize grammatical & spelling errors; complete routine forms; maintain accurate records; originate routine business letters reflecting standard procedures; understand manuals & verbal instructions, technical in nature; prepare meaningful, concise & accurate reports; gather, collate & classify information about data, people or things.
