Job Description : Duties

Coordinate unemployment insurance programs within the agency. Research, compile, and analyze information and data to use in program administration planning; make recommendations. Manage a grant portfolio within assigned program area(s) and conduct the day-to-day grant management for the grants within grant portfolio. Perform analyses of grant related data, policy and program issues, and apply problem-solving techniques to address issues.
Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements; interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements; works with grantees to identify potential issues and conducts research on policy guidance.
Participates in on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews (EDMRs) of grantees to: evaluate the grantee’s progress towards meeting the goals specified in the grant agreement with DOL ETA; assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations.
Provide technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.
Utilize electronic grant management systems in accordance with established guidelines and protocols. Maintain grant files and adheres to grant management documentation requirements established in Employment and Training Orders.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-11. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must meet all of the statements below. Specialized experience is defined as:

Interpreting Unemployment Insurance (UI) program legislation, policies, programs, and regulations.
Conducting reviews or evaluations of UI programs or UI tax systems or UI activities.
Providing training or technical assistance regarding the requirements of public service program(s).
Extracting and analyzing data to asses and improve performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
