MAJOR DUTIES AND RESPONSIBILITIES
Training/Education Services: Provides Deployment Support programming (including Return & Reunion Workshops), support for families of deployed personnel, Ombudsman and Key Spouse support, emergency case management in support of crisis response efforts, when needed. Provides Family Advocacy Program (FAP) prevention and educational services on the FAP, spouse/intimate partner abuse, child abuse and neglect, risk factors and support services. Ensures family violence prevention and education programs are provided with sufficient frequency to ensure that all of the following groups are trained: Commanding Officers, Executive Officers, Commanders, FAP Command POCs, senior enlisted personnel, FAP Incident Determination Committee (IDC) members, service members, chaplains, child care and youth activities staff, installation law enforcement, medical staff and MFSC personnel. Ensures FAP awareness and prevention education briefs and workshops shall include, at a minimum, the dynamics of child and domestic abuse, reporting requirements, the FAP, victim sensitivity and support, and the importance of community coordination. Provides Operational Stress Control information during educational programs and services whenever feasible and practical. Provides Operational Stress Control briefs/workshops using standardized curriculum. Provides Operation Prepare, or similar training, to military personnel and family members instructing them on how to prepare for disasters; what to do before, during, and after an emergency. Trains family members in the use of the Navy Family Accountability and Assessment System (NFAAS). Participates in promoting and marketing family preparedness, during installation Disaster Preparedness Campaigns and exercises. Provides and coordinates public awareness and prevention campaigns and programs in support of National Child Abuse Prevention, Month of the Military Child and Month of the Military Family, Military Spouse Appreciation, Suicide Awareness Month and various other theme months related to support of military families. Collaborates with civilian and military professional resources. Represents the MFSC at military and community organization meetings concerning matters, programs, and services, which assist military personnel, family members. Coordinates MFSC orientation training for new personnel and coordinates quarterly MFSC staff training.
Ombudsman/Key Spouse Coordination: Coordinates and facilities the Navy Standardized Ombudsman training for local Command Ombudsman four (4) to five (5) times per year as required by the Department of Navy (DoN). Coordinates Key Spouse training as required by the Department of Air Force (DoAF). Ensures certified trainers are assigned to teach each training module, materials and workbooks are available and training certificates are completed. Assists Commands with the appropriate and effective use of the Ombudsman/Key Spouse. Supports Ombudsmen/Key Spouse to fulfill the duties of their position and to avoid problematic situations. Provides information services and referrals on Navy and/or Air Force community resources to Commands and Ombudsmen/Key Spouse. Ensures Ombudsmen/Key Spouse are knowledgeable about resources for families, how they Navy and/or Air Force operates and how to communicate effectively with Command families. Represents the MFSC by attending monthly Ombudsman/Key Spouse Assembly meetings. Coordinates the annual Ombudsman/Key Spouse appreciation dinner. Coordinates Ombudsman/Key Spouse/Command networking events as required.
Curriculum Management: Develops, implements, and evaluates the MFSC education programs. Performs the overall maintenance of MFSC education and FAP courses and determines the need for and initiates changes/updates in course content. Determines the need for additional subject matter information and may meet with representatives of outside organizations in order to obtain it, then develops or adapts new or revised training materials for formal course use. Establishes programming priorities, regularly reviewing all new and existing programming. Ensures training curriculum meets CNIC certification standards and includes required CNIC material. Compiles and summarizes customer feedback survey results and evaluates programming strengths and weakness. Conducts at a minimum, an annual needs assessment survey to determine effectiveness of programming and community needs. Identifies and implements enhanced programming to ensure services are effectively achieving positive outcomes. Performs the timely input of all Fleet and Family Support Management Information System (FFSMIS) and Time trade program data.
Emergency Preparedness: Coordinates training for MFSC personnel, volunteers, Ombudsman/Key Spouse on Emergency Family Assistance Center (EFAC) and crisis response procedures. Coordinates with the Emergency Management Team and the JBPHH Training Coordinator for HURREX. Performs other duties as assigned.

Qualifications
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of education and training which may have been gained through experience which provides a high degree of teaching, training, counseling, organization skills and interpersonal communication skills.
Ability to demonstrate program assessment skills, knowledge of practices of research methods, and awareness of group dynamics, family systems and community organization and assessment.
Ability to provide information services and referrals on Navy and / or Air Force community resources to Commands and Ombudsmen/Key Spouse.
Ability to provide and support Ombudsmen/Key Spouse to fulfill the duties of their position and to avoid problematic situations.
Knowledge of principles of crisis intervention, dynamics of spouse and child abuse and neglect, and adult learning and education principles.
Ability to work productively and effectively with a variety of individuals in routine and crisis situations.
Ability to demonstrate diagnostic skills in the areas of crisis intervention, direct and indirect delivery of services is desirable.
Knowledge of military, federal government and social service policies, regulations and procedures, knowledge of state and community service agencies, their programs and functions, and ability to collaborate effectively with various organizations, internal and external to the military community.
Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth and career development.
Knowledge in the professional realm, of adult learning theories.
Skill, experience and expertise in public speaking.
Ability to present information to large, medium, and small groups of people in a clear and concise manner.
Skilled in the use of program presentation technology including PowerPoint software, automated projectors and audiovisual equipment, laser pointers, etc. and the ability to train others in presentation skill building.
Ability to interpret program evaluations, needs assessment feedback, and survey data and to implement results in program delivery and market planning.
Ability to meet and deal effectively with diversified groups, organizations and individuals and to maintain and establish clear relationships and lines of communication at all levels using tact and diplomacy in all interactions.
Ability to compose written reports and give clear, concise and effective oral presentations.
Skill in written and oral communication sufficient to develop course curriculum, standard operating procedures, etc.
Skill in consulting with management and employees to obtain or exchange information about work objectives, processes, procedures and policies.
Skill and abilities that demonstrated agency collaboration and network development.
Ability to utilize personal computers and knowledge of a variety of software (i.e., MS Word, Excel, PowerPoint) for the purpose of job accomplishment.
Additional information
