Recruitment Number 22-0192 The immediate vacancy is a permanent, full-time position with the Department of Commerce & Consumer Affairs, Regulated Industries Complaints Office (RICO), located in Kona. Salary: $3,933 per month (SR-18) This recruitment will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur. Note: Hiring rates will be based on availability of funds, the applicant’s qualifications, and other relevant factors. As a condition of employment with the State of Hawaii, all qualified external candidates who have been given a conditional offer of employment must show proof of full COVID-19 vaccination and shall be fully vaccinated by his/her/their employment start date. A reasonable accommodation will be provided if requested by a candidate and it is determined through an interactive process that pregnancy, a qualifying disability, or a sincerely held religious belief prevents the candidate from receiving a COVID-19 vaccination.

Duties Summary

Level II performs a limited range of investigative activities in the prevention and detection of violations of laws, rules and regulations falling within an agency’s jurisdiction; gathers information; prepares reports; and performs other related duties as assigned. As the advanced trainee, assignments are limited in nature and scope. Positions in this class work with higher level investigators and may be assigned segments of investigative cases. Investigators at this level observe higher level investigators, study assigned case materials, interview people to verify facts or obtain specific information, secure documentary evidence and learn and apply investigative principles and techniques, all in preparation for work at higher levels. Close supervision is received on unusual or difficult assignments, with supervision and guidance gradually diminishing as the investigator gains experience. Completed work is reviewed for technical accuracy and adequacy and to assess the investigator’s work progress.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements: Basic Education/Experience: Bachelor’s degree from an accredited four-year college or university. Specialized Experience: Six months of progressively responsible professional investigative experience which demonstrated: A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; B. Ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
