Job Overview
The Utility Manager position serves as the overall day-to-day operations manager of CLVC utilities and their associated programs. This position includes operational oversight and administration of fuel, power, sanitation, refuse, water and transportation programs. Working directly with the Village Administrator, the Utility GM will manage the day-to-day operational and administrative aspects of the utility department in addition to long-term strategic planning and execution. Some examples of administrative responsibilities that the GM will manage include but are not limited to planning, budgeting, organizing, directing, and evaluating Tribal utilities systems and programs; supervision of Tribal staff; payroll and accounts payable/receivables; regulatory reporting; project development; seasonal activities; inventory; and acting as the first point of contact for Tribal business. Operational duties will include ensuring all utility work meets local, state and best practices for safety, maintenance, certifications, training and compliance.
Job Location and Nature of Position
CLVC prefers to hire GM that will work and live in the village. These candidates will be given first preference and CLVC will invest in the proper training for any individuals that meet this requirement, particularly CLVC tribal members. However, CLVC will also accept resumes from qualified individuals that are able to travel to Chignik Lagoon frequently, have excellent internet and phone services such as that they can effectively work remotely. This is a full-time, benefited position but CLVC will also consider highly qualified part-time, temporary and contractor employees with the intent that the chosen individual will help the VA identify, mentor and develop a local resident of Chignik Lagoon into this position eventually.
Major Responsibilities
Manages programs and services by:

Managing, evaluating, planning and participating in the day-to-day operations and mechanical maintenance and repairs of all CLVC utilities plants, facilities and their distribution systems.
Providing technical and hands-on expertise to assist in maintaining and operating CLVC utilities.
Performing inspections, performance tests, diagnostics, failure analysis, preventative maintenance, minor repairs, troubleshooting problems, and determining corrective actions.
Supervising subordinates in all CLVC utility’s locations and providing technical assistance.
Ensuring all assigned utilities services and locations operate, maintain, and stay in accordance with regulatory requirements, industry standards, and industry best management practices.
Creating operating standards and best practices for managing day-to-day operations of internal and external workforces executing facility and utility systems.
Overseeing orders, tracking inventory supplies, and maintaining accurate inventory and supplies.
Performing other tasks as requested and assigned by management.

Ensures fiscal responsibility by:

Assisting with the development of the annual budget and financial reporting.
Maintaining and complying with all reporting requirements including, but not limited, to those listed in current CLVC documentation.
Filing all required regulatory reports with the appropriate agencies.
Negotiating contracts and other agreements on behalf of the company as directed by the CLVC Village Administrator.

Keeps management informed by:

Communicating directly and providing reports to the CLVC Village Administrator for technical assistance needs, proper routing of time sheets, leave requests, travel notices or other work as required.
Attending monthly Council Meetings and participating as directed by Village Administrator.
Being alert to opportunities and notices of important deadlines.
Track budget compliance and short-term and long-term strategic plan achievement and challenges.

Monitors and improves program and service quality and safety by:

Reviewing safety procedures, implementing changes as necessary, and conducting safety meetings for employees.
Analyzing, creating and modifying policies for utilities as well as fuel, power, roads, sanitation and other areas as assigned.
Attending training which may include:
Operational certifications and compliance
Managing of staff and overall leadership
Taking advantage of other appropriate trainings/educational opportunities to enhance overall professional/management skills related to Tribe’s goals
Participating in annual training and onboarding and strategic planning.
Sharing knowledge or ideas on ways to improve overall effectiveness of programs.

Travels as necessary by:

If not living in Chignik Lagoon, travel to and stay in the village as much as necessary to perform job duties and build trust in the community.
Participating in other meetings as assigned and to exchange current information significant to regional, Tribal, State and Federal entities.
Regularly inspecting and monitoring CLVC utility’s locations and assets.

Minimum Education/Experience

High School graduate or equivalent, Bachelor’s degree preferred.
Minimum of 5 years’ experience supervising other workers who monitor, operate, maintain, and repair industrial plants, power plants or fuel facilities and operations, as well as their systems and equipment.
While expertise is not required in all areas – sufficient experience in power operations is necessary. Additional operational and administrative experience in fuel, water, sanitation, refuse and transportation are preferred.
Acceptable background check.
Preferred: Two or more years of utilities operational management experience.
Preferred: Two or more years of utility administrative management experience.
Preferred: Supervisory experience/skills.
Preferred: Familiarity with Tribe, Bristol Bay area, people, and cultures.
Preferred: Knowledge of the NESC (National Electric Safety Code)
Preferred: licensed industrial plant, power plant or fuel facilities operator.

Required Knowledge or Skills

Ability to accomplish the Major Responsibilities stated above.
Willingness and ability to learn and achieve training requirements necessary to accomplish the duties set forth by the Village Administrator.
Ability to work independently, with minimal supervision.
Able to complete a variety of tasks in an organized manner.
Ability to do occasional strenuous work.
General knowledge of worker and environmental safety and protection.
Familiarity with planning, regulatory reporting and monitoring.
Willing/able to travel as necessary.
Must possess strong knowledge of engineering operations (e.g., facilities, utilities, maintenance, and design).
Well-rounded organizational knowledge; understands the mission and strategic plans, the structure, and culture as well as the regulatory, industry, and economic issues affecting the organization; understands the competitive market in and outside of Alaska and landscapes expansion opportunities and industry developments.
Strong communication skills including reading comprehension, active listening, and ability to convey information effectively in writing or verbally.
Critical thinking, complex problem solving and ability to consider and weigh different options and make decisions based on available information.

Preferred Knowledge or Skills

Previous executive/senior management experience.
Proficiency in the use of standard software programs to keep accurate and detailed electronic and hard copy records, generate reports, and maintain plant and POL O&M Manuals.
Familiarity with and knowledge of the regulations governing the plants and fuel facilities and their distribution systems.
Knowledge of the repair, maintenance practices, and needs for fuel facilities or plants and distribution systems.
Knowledge of the safety hazards and necessary safety precautions connected with plant operation.
Ability to establish standard plant operating and safety procedures.
