What You’ll Do:
Prepare & voucher invoices for payment for assigned vendors & coordinates invoices with various encumbrances in compliance with requirements for vouchering: cross indexes prices, computing extensions & accounting procedures on each invoice (e.g., purchase order number, fund account codes, date, merchandise received, certification of prices & extension, verification of delivery of goods & services); works with department heads in ordering of supplies, equipment & services needed while assuring that items are purchased from proper sources as defined by Office of Budget Management (OBM) guidelines & Ohio Revised Code (ORC); prepares Invitations to Bid, with assistance of appropriate department head, for service projects including job specifications, equipment & supply specifications & reviews & determines award; procures hospital equipment including obtaining manufacturing information, making feature recommendations, etc. to appropriate department heads; monitoring delivery, set-up & training as needed; procures maintenance agreements for new & existing equipment & services, including preparing specifications for bid proposals based in requirements of departments; creates & prints purchase orders to forward to vendors; place debit orders via fax, telephone, mail or e-mail systems; functions as current payment card holder & uses card as needed to expedite purchasing process; monitors spending limitations for highly utilized vendors; registers employees to attend seminars, conferences & training sessions as needed; assures that every effort is made to be compliant with EDGE & MBE projections during each fiscal year & works with MBE/EDGE coordinator to assure annual goals are met; responsible for contacting vendors holding purchase orders for anticipated delivery of products or coordinating service completion dates, includes documenting information on purchase order & coordinating start dates for service projects with department heads; monitors funding balances, with assistance of voucher clerk & notifies supervisor when balances need adjustment; reviews open orders & follows up with vendor regarding delivery; contacts companies for late deliveries, over or under shipments, incorrect shipments, etc.; corresponds with vendors & hospital staff by telephone or memo regarding purchase orders, receivers & invoices; process payment vouchers utilizing Ohio Administrative Knowledge Systems (OAKS) accounting system, Electronic Data Interchange (EDI) electronic vouchering; manage the disbursement of funds to patients and verify patient’s documentation.
Analyze accounts, expenditures & financial reports for the purpose of determining budget forecasts & projections: analyze accounts & assign expenditures where needed per budget forecasting; maintain general book of accounts electronically & assist in preparing financial reports; acts as intermediary to investigate / settle disputes with vendors; facilitates/expedites payments to vendors; facilitates closure of purchase orders by making final pays, effect modifications or cancellations to zero balance; reviews open encumbrance reports from OAKS & COGNOS software & reports on all open purchase order encumbrances to close unused balances; interface with department staff, central office contacts to identify open invoices & obtain background information on disputed billings; utilize COGNOS software & Agency Reporting Database (ARD) to compile report information; maintains records, files for tracking vendor payments; maintains files, e.g. vendor/purchases; prepares reports, e.g., monthly progress, receiving; verify data on OAKS; completes correspondence relating to the purchasing function of NBH; reviews open encumbrance reports to modify balances to increase or cancel unused purchase orders when necessary; maintains compliance with mandates & departmental specific training; conducts in-service training relative to purchasing; assist in establishing purchasing policies & deadlines; distributes policies & guidelines to pertinent staff and departments; perform other related duties as assigned.
Provide training and guidance to new Financial Associates and Financial Analysts in maintenance of accounts, preparation of invoices, vouchers and related documents: utilize OhioMHAS approved office productivity software, approved intra and inter-net resources and information systems in an appropriate work related manner as specified in the NBH Personal Computer usage guidelines for employees; will be cross-trained with other staff; some travel maybe required, including overnight.

Qualifications

Completion of undergraduate core program in accounting, finance or related field; 6 mos exp or 6 mos trg in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Or 30 mos exp or 30 mos trg in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Or 12 mos exp as Financial Associate, 66561T.
Or equivalent of minimum class qualifications for employment noted above.

Knowledge of accounting, applicable state &/or federal laws, rules, procedures, /or standard governing fiscal operations*, ERP systems* (i.e. OAKS, FIN) & cash management & investment systems; Skill in use of calculator, multi-purpose workcentre’s*, computer & applicable software applications (e.g., spreadsheets, databases, word processing) & report writing software. Ability to define problems, collect & analyze data, establish facts & draw valid conclusions; prepare &/or edit financial reports, records, &/or correspondence; gather, collate & classify information about data, people or things, concentrate with attention to detail; deal with many variables & determine specific action; collaborate with co-workers on group projects; respond to confidential & sensitive e inquiries from employees, public & government officials.
