Job Description : Duties
The Management and Program Analyst salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2022 Federal Pay Tables. If selected you may be placed at a regional office, field office, current duty station or a current remote duty station at the discretion of management. Additional questions regarding placement should be reserved for the interview process. Positions located in Alaska or Hawaii may be eligible for cost of living allowance (COLA) in addition to base salary. COLA rates may be found at: Nonforeign Area Cost-of-Living Allowances. The Management and Program Analyst serves as an International Agreements Specialist in the Division of International Conservation (DIC). The Analyst is responsible for managing interagency agreements, particularly those with the U.S. Agency for International Development (USAID); providing technical assistance and policy guidance to build internal institutional capacity; and developing partnerships with USAID, other U.S. Government agencies and various professional entities. As such, the Analyst plays an important long-term role in shaping and influencing millions of dollars of conservation programming globally. As a Management and Program Analyst your duties will include but are not limited to the following:

Provide program management and coordination support for interagency agreements, including tracking deliverables, timelines, and administrative requirements to ensure a high degree of accountability.
Serve as the primary liaison with the agreement funding agency. Maintain close contact with other U.S. Fish & Wildlife Service (USFWS) programs to ensure compliance with interagency agreement requirements, monitor progress, and troubleshoot any issues.
Formulate annual budgets for interagency agreements by working closely with program staff to estimate expenditures needed to successfully implement the agreement. Execute the budget and maintain budget integrity and accountability throughout the agreement.
Collect and synthesize required reporting for interagency agreements, including financial reporting, audit schedules, funding attributions for relevant topic areas, and related materials.
Develop internal institutional capacity on a broad array of needs related to interagency agreements, including internal business processes, training, and staffing, in order to help shape and strengthen how the International Affairs (IA) program utilizes interagency agreements.
Collaborate with various government agencies as well as public and private organization stakeholders regarding interagency agreements to facilitate information sharing and implement IA work strategies.

Minimum Qualification [GS-12]
One (1) full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Specialized experience must include: assisting with providing program management support related to wildlife conservation interagency agreements to include liaising with agreement funding agencies, exchanging program information, completing program reporting requirements and tracking deliverables; a moderate level of knowledge of conservation interagency agreement requirements and procedures; maintaining contact with other programs to ensure compliance with interagency agreement requirements; and assisting senior staff with formulating annual budgets for interagency agreements.

Minimum Qualification [GS-13]
One (1) full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience must include: advanced knowledge of regulations, laws, policies and procedures pertaining to wildlife conservation interagency agreements, contracting and foreign assistance in order to support program management and coordination; ability to plan and organize work, including effectively performing a variety of activities with various program staff as part of interagency agreement implementation; knowledge of international wildlife conservation to negotiate and/or manage realistic goals and expectations for interagency agreements; developing and implementing program policies and standard operating procedures pertaining to conservation interagency agreements; and cultivating partnerships related to interagency agreements to further the mission of an organization or program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
