Major Duties and Responsibilities
Under limited supervision, serves as an Assistant Ombudsman for the Youth and Family Ombudsman Office and acts as an advocate for families involved in the children services system, investigates complaints from adults related to government services, and addresses concerns, problems, and/or needs associated with the families’ rights and responsibilities: assists in reviewing established procedures to carry out the provisions with a view towards the rights, safety, well-being, and permanency made by or on behalf of families involved with public children services agencies, Title IV-E agencies, or private provider agencies that administer or oversee foster care or placement services for the children services system; receives and resolves complaints concerning families; assists in establishing and implementing policies and procedures for receiving, processing, responding to, resolving, and documenting complaints made by or on behalf of families; investigates alleged violations of the rights established by the Resource Family Bill of Rights for kinship and foster caregivers; investigates alleged violations of parental rights; assists in compiling an annual report for stakeholders (e.g., Governor of Ohio; Speaker of the House of Representatives; President of the Senate; minority leadership of the House of Representatives and Senate; Overcoming Hurdles in Ohio Youth Advisory Board [OHIO YAB]; Director of Ohio Department of Job and Family Services [ODJFS]) which identifies trends, issues, and proposed recommendations; assists in developing strategies to promote public awareness of the purpose and functions of the Youth and Family Ombudsman’s Office and procedures to submit complaints; performs educational outreach and advocacy initiatives in furtherance of the mission and responsibilities of the office, serving as a representative of the Family Ombudsman.
Performs other related duties as assigned (e.g., conducts and attends staff meetings; travels within and outside the state of Ohio to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

Completion of undergraduate or associates degree in social work, public health, social or behavioral sciences, or a related field; 2 yrs. experience working with youth in a professional capacity; 1 year experience conducting investigations; knowledge of state &/or federal laws, rules pertaining to Ohio’s child welfare programs.

OR

Completion of a law degree, or Master of Social Work degree; 2 yrs. experience working with youth in a professional capacity; 1 year experience conducting investigations; knowledge of state &/or federal laws, rules pertaining to Ohio’s child welfare programs.

Desired or Preferred Qualifications:

Possess knowledge in safety, permanency, and wellbeing of children and youth and children services.
Demonstrate familiarity with the many aspects of the Ohio Children Services’ system, providers, and the obligations of protecting children and youth and supporting/strengthening families.
Possess the skills and necessary knowledge required to assist in establishing standards of professional conduct and guiding principles for how the ombudsman will operate in Ohio, including the ability to utilize extensive assessment and situation analysis skills at the highest levels.
Exhibit excellent oral and written communication skills including conducting presentations and an ability to communicate with a wide range of constituents in a culturally competent manner.
Value collaboration among those with lived experience including OHIO YAB, the public children services agencies, Title IV-E agencies, provider agencies and the Ohio Department of Job and Family Services.
Experience in mediation, conflict resolution or alternative dispute resolution.
Attuned intentionally to youth in out of home placements and to all children and families served by public children services agencies, Title IV-E agencies and provider agencies.

The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job:
Knowledge of public administration, federal and state laws, rules, regulations, and policies governing youth and family programs, management principles and techniques, public relations, and interviewing.
Skill in the operation of personal computer and applicable software applications.
Ability to deal with many variables and determine specific course of action, prepare and delivery speeches before specialized audiences and general public, handle sensitive face-to-face contacts with government officials and general public, and prepare meaningful, concise, and accurate reports.
