Position : Road Use Compliance Officer
Job Description : The City of Tacoma is seeking a dynamic individual for the position of Road Use Compliance Officer. Road Use Compliance Officers (RUCO) work as part of the Commercial Vehicle Enforcement Unit to enhance the safety and wellbeing of the motoring public through the enforcement of state laws and local and federal regulations.
The City of Tacoma’s Commercial Vehicle Enforcement Unit is responsible for enforcing state, federal and local law’s pertaining to the safe operation of Commercial Vehicles and the transportation of hazardous materials in Tacoma. In addition to conducting safety inspections, the unit also enforces size, weight, and load laws related to commercial vehicles.
The goal of the unit is to ensure the safe operation of commercial motor vehicles and to protect Tacoma’s infrastructure by conducting routine roadside and terminal safety inspections and portable weighing operations.
Road Use Compliance Officers are responsible for enforcing laws relating to abandoned vehicles, commercial vehicle enforcement, barricading of construction sites, traffic control, parking control, street usage, and special road-use permits throughout the city.

Essential Duties
:
Responds to abandoned auto complaints and take action to remove them.
Weighs and measures commercial vehicles to determine compliance with load and dimension limits.
Inspects commercial vehicles for defective equipment and compliance with safety regulations.
Checks for required vehicle and operator permits and licenses.
Inspects house moving operations for safety and compliance with requirements.
Certifies house mover’s equipment.
Assists in traffic control and investigates commercial vehicle accidents.
Assists the parking enforcement officers with difficult situations.
Enforces laws relative to escape of loaded material and tracking.
Operates an enforcement vehicle while observing truck traffic to determine violations and makes routine enforcement stops.
Issues appropriate warning, correction notices, or citations, as appropriate for non- compliance.
Checks construction sites to insure compliance with appropriate barricading/signing requirements.
Designates routes for oversize/overweight loads; certifies special motor vehicle permits to include restrictions/requirements; monitors over legal moves to insure compliance with permit.
Testifies in court regarding enforcement action taken.
Responsible for updating city ordinances relative to the position.
Prepares written responses to complaints and requests for information.
Assists property owners in removing vehicles from private property.
Assists in removing public nuisances.
Prepares and presents oral presentations.
Prepares written reports.
Performs related work as required.
Physical Requirements and Working Conditions
:
Requires lifting 50-60 pound scales.
Climbing stairways, ladders and other elevated structures.
Employees in this class are exposed to the dangers of traffic and potentially hazardous materials and equipment.
Ability to work in limited access areas around and under commercial vehicles using a creeper.
Office and Field environment.
Outdoor environment; subject to adverse weather conditions and noise.
Work alone for extended periods of time.
Some shift work and extended hours required.
May be subject to verbal abuse and physical assault from members of the public.
Required to work with limited access around dirty equipment.
Required to drive a City enforcement vehicle; perform traffic stops.

QUALIFICATIONS:
An
equivalent combination to: Graduation from high school or GED,
AND
o
ne of the following:
Three (3) years’ experience driving or inspecting motor vehicles of 26,000 GVW or more
OR
One (1) year experience as a commercial vehicle enforcement officer
OR
Two (2) years as any other commissioned law enforcement officer.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Valid Washington State Driver’s License upon appointment
Pass a background check and obtain Special Police Commission Certification prior to appointment
Commercial Vehicle Enforcement Certification at time of appointment
First Aid and Flagging Certification prior to end of probationary period
KNOWLEDGE & SKILLS:

Laws regarding commercial vehicles
SKILLS:
Conduct inspections on commercial vehicles, including undercarriages and other areas difficult to access to determine load and safety requirement violations.

Enforce legal requirements firmly and fairly.
Commercial vehicle weighing and measuring procedures.
Analyze situations quickly and objectively, and to determine the appropriate course of action in an emergency.
Speak and write clearly and effectively.
Establish and maintain a positive working relationship with the public.
Learn and apply federal, state, and city laws relating to truck and house-moving operations, barricading and parking on city streets.
Learn proper radio procedures.
Basic computer skills.

Examination Process:

This test may include, but is not limited to, questions on vehicle operation and safety, traffic signs and laws, personal safety, proper lifting techniques and customer relations. The testing information will be sent to the applicants’ email address after the closing date of this job announcement. In order to receive the test link, applicants must provide a valid email address on their job application/candidate profile. Applicants must complete and pass the test with a minimum score of 70% in order to be placed on the Eligible List for interview and hiring consideration.

Appointment is subject to passing a pre-employment background check and will include a pre-employment medical exam, physical ability test, police pre-employment background and screening tests, and alcohol and drug screen.
This position is covered by a Labor Agreement between the City of Tacoma and Local Union #17 Professional & Technical Employees. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification.
