Job Description : Duties

Serves as instructor in Communications Skills training courses. Delivers communications training and integrates communications skills training within other courses to improve overall operational effectiveness of foreign affairs professionals.
Participates in designing and developing courses and modules to incorporate communications skills training in overall curricula. Revises existing courses and modules to ensure training is useful and applicable to the intended audience.
Conducts research and assesses overall effectiveness of communications skills training and programs. Researches and advises on using educational technology and computer-based training in courses and programs of the Division.

Incumbent will be subject to random drug testing.
U.S. Citizenship is required.
One year probationary period, unless excepted by regulation.
Must be able to obtain and maintain a Secret security clearance.
Direct Hire Authority will be used to fill this position.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience working with a wide range of principles, methods, and techniques of adult education in order to teach written and oral communication skills in classroom.
Experience designing and developing curriculum, assessing student learning , and conducting training evaluations.
Experience and skill in teaching participants from a variety of cultures and with varying educational backgrounds.
Note: Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training / course materials, aids, devices, etc., and evaluation of training results; or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
There is no substitute of education for specialized experience for the GS-13 position.
