POSITION SUMMARY:
Beginning level technical work in the field of environmental protection. Performs a variety of beginning level environmental protection work in specialized fields such as environmental and food sanitation, environmental safety, water pollution control and air pollution control. Assignments are selected to provide experience and training in the practical application of the principles of environmental protection. This is a training level position and initially the work involves tasks of limited scope, but as technical proficiency is acquired, increasingly difficult duties are assigned. Supervision is received from high level specialists who provide detailed instruction and guidance on new work; however, employees are expected to exercise independent judgment in carrying out assignments as experience is gained. Work is reviewed by higher level specialist for overall technical and personal development.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Conducts investigation of streams, bathing places, pollution complaints and fish kills as a first responder; drafts investigation reports.
May assist with the West Nile Virus Program by conducting assessments of mosquito infestations and breeding sites, collects various insects and applies control measures where required; operates and makes minor repairs on equipment used for mosquito control.
Reviews drilling applications and certificates to operate individual water wells for completeness; verifies the well completion process to construction specifications in the field and to ensure well completion procedures; reports infractions and violations to supervisor for appropriate action; and records the inspection information on water well construction on data entry forms and a field log and enters the information into a computer database.
Investigates animal bites; performs necessary fieldwork in conjunction with the investigation of each case.
Assists in conducting investigations of air pollution complaints.
Inspects retail food facilities, schools, mobile home communities, public bathing places, recreational and institutional facilities; gathers information on housing quality, hygiene and safety; investigates complaints of violations; participates in epidemiological investigations; and prepares reports.
Performs related work as required.
QUALIFICATIONS REQUIRED:

Bachelor’s degree with major course work in a biological or physical science, chemistry or in a field closely related to environmental protection.
Certification as a Pennsylvania Sewage Enforcement Officer, certified under the provision of the Pennsylvania Sewage Facilities Act, within twelve months of appointment where the parenthetic (sanitation) applies. Must be certified as a Pennsylvania Pesticide Applicator in Core and Category 16 if working in the West Nile Virus Program. If not certified prior to employment, certification may be obtained during the probationary period.
Must possess an automobile and valid driver’s license.
Knowledge of the basic principles of chemistry, bacteriology, biology and physics as well as basic algebra.
Some knowledge of the basic methods and techniques used in gathering and analyzing data.
Skill in the use of inductive and deductive reasoning.
Ability to learn to recognize hazardous environmental conditions.
Ability to express ideas clearly and concisely in oral, written and graphic form.
Ability to secure and analyze facts and conduct inspections of hazardous environmental conditions.
Ability to establish and maintain effective working relationships with associates, government, professional and nonprofessional groups and the general public.
