Job Description : Department: Juvenile Detention and Rehabilitation
Weekly Hours: 37.5
Salary: $89,1042
Shift: 8:30 am to 4:30 pm, extended hours as needed
POSITION PURPOSE
Under the direct supervision of the Superintendent for Juvenile Justice Services, The Deputy Director for Finance & Administration will be responsible for the financial management of the Juvenile Detention and Rehabilitation Department and will oversee the budgeting and proper expenditure of various sources of funding to achieve the programmatic and financial goals of the Department.
The Deputy Administrator for Finance & Administration will also play a key role in finance-related components of such as the workings of the Grant-related as well as General Fund through which grant funds will be provided to projects.
In addition, they perform administrative managerial duties related to the direct supervision of assigned administrative professional and support staff to assure effectiveness and compliance with mandated federal, state, and local laws, regulations, policies, and procedures.
This position is also responsible for maintaining ADA standards, pandemic coordinating efforts, and language access tools.
ESSENTIAL DUTIES
· Building and standardizing administrative and workplace operations and improving overall departmental effectiveness
· Performs tasks to assist the Superintendent in planning, developing, and implementing a comprehensive Annual Plan and Budget and any subsequent plan/budget revisions.
· leads Compliance and Diversity, Communications, and Office Management staff
· Ensures compliance with federal, state, and local regulations and policies through review of program monitoring and activity.
· Design and provide financial reports with content and at frequency required by/ appropriate for various stakeholders
· Oversees relevant department expenditures, purchasing and contract and invoice review and approval processes.
· Processes invoices for authorized spending
· Conduct contract and performance audit/ oversight reviews in order to ensure that the department’s funds are being spent as intended.
· Develops, Maintains and updates agency program procedures manuals
· Negotiate and manage projects and initiatives with vendors and contractors
· Standardize and review contracts for contractors and consultants
· Responsible for planning with the Superintendent the agenda and other administrative tasks for Delaware County’s Board of Managers of Juvenile Detention meetings.
· Assists in identifying staff development needs.
· Establishes and maintains guidelines to assure the completion of reports/records. Monitors the completeness of produced reports/records. Develops/maintains systematic methods to compile and analyze reports/data.
· Mange equipment and supply purchases.
· Manage Department-related administrative tasks related to staffing as needed; such tasks may include the coordination of the HR process with Delco administration, development of position descriptions, establishing salary ranges, posting positions, vetting candidates, and on-boarding.
· Asist the Superintendent with Developing and maintaining administrative policies and procedures, ensuring productivity and efficiency across the department

QUALIFICATIONS
· A personal commitment to underserved populations and communities
· A Bachelor’s degree is required; a Master’s degree is preferred.
· A minimum of 10 years of professional, relevant experience
· Demonstrated knowledge of governmental budgeting, financial management, and management/ accountability systems.
· Familiarity with a local government contract management system is preferred.
· Experience in operations management
· Competent with Microsoft Office programs, and internet applications
· Professional experience working in government is preferred.
· Comfortable supervising and managing staff with diverse personalities.
Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within six months of starting employment.
