Job Description : POSITION SUMMARY:
This position performs specialized clerical duties such as preparing and presenting bail hearings daily, issuing and clearing of bench warrants in the ePACSES computer system. Handwriting of court orders during weekly support enforcement contempt hearings. Completion of bail pieces when bail is posted/bail order conditions are met for defendants. Preparing discharges when cash purge amounts are paid for the immediate release of the defendant from the Berks County Jail System.
The following applies to all employees of the Domestic Relations Section serving the 23rd Judicial District of Pennsylvania: Employees must assist in maintaining high program performance standards through efficient work practices and by active engagement in process improvement and training, which occasionally requires travel. Employees must diligently maintain a safe and secure working environment for employees and the public through compliance with all safety and security procedures.
POSITON RESPONSIBILITIES:
Essential Functions
Prepares case information and presents daily Bail Hearings before emergency Family Court Judges. Clears warrants from the ePACSES computer system.
Issues bench warrants in ePACSES computer system once weekly, and also delivers the paper warrants to the assigned DRS deputies. Makes the corresponding system updates and sends the defendant the initial bench warrant reminder letter.
Prepares handwritten court orders during support enforcement contempt hearings before Family Court Judges and personally serves each defendant with a copy of their order(s). Also provides copy of signed order to the assistant public defender that may be representing the defendant, and any other counsel or party to the case present in the courtroom.
Completes Bail Pieces and Discharges as needed. Makes sure that all Bail Order conditions are met before completing Bail Pieces. Completes Bail Piece information and authorizes same for required signatures and seal of court. Prepares Discharges in conjunction with other Bail Group team members when cash purges are paid for immediate release of the defendant from the Berks County Jail System.
Reviews the Daily BCJS Commitment Report. Makes the appropriate ePACSES system updates. Reviews other BCJS reports (daily release report) in the absence of the Prison Clerk, and updates case information in ePACSES as needed.
Makes and returns phone calls to prisons, bail bondsman, clients, attorneys, deputy sheriffs, etc.
Helps to organize the weekly Contempt Hearing court lists, AM and PM court summaries and prepares requests for interpreters needed for translation services for these hearings. Makes requests with corresponding Judges’ chambers to coordinate Bail Hearings to be conducted remotely from the Berks County Jail System via Microsoft Teams. Maintains monthly compliance clerical stats.
Works in conjunction with the other NMSN team members, having an assigned group of caseload letters, as indicated on the Caseload listing sheet. Is responsible for reviewing NMSN alerts, returned paper mail associated with medical insurance provisions, reviewing employer responses received via Trace, and handling NMSN contests being made by the defendants.
MINIMUM EDUCATION AND EXPERIENCE:
High school diploma or GED
A minimum of two (2) years of office experience with word processing and customer service emphasized.
Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
Excellent oral and written communication skills to communicate effectively with Judges, Attorneys, Deputy Sheriff’s, Clients, County, State, Federal prisons, Employers, County Detectives, Other Courts and Court Agencies.
Ability to prioritize work.
Knowledge of Federal and State support laws and regulations.
Good organizational and time management skills.
Ability to understand and carry out oral and written directions.
Ability to use computer equipment.
Ability to work effectively with Deputy Sheriffs, Co-Workers, and Unit Manager.
Ability to thrive in a stressful, fast-paced team environment.
Physical presence in the office is required.
PHYSICAL DEMANDS:
Sitting and typing for extended periods of time is commonplace with the advent of personal computers and electronic means of correspondence. Articulating keyboards with attached mouse pads are used to alleviate some of the stress on the hand and back muscles. Screen glare guards or modernized low glare CRTs are used to reduce eye strain.
WORKING ENVIRONMENT:
The office conditions are typical for an office environment with the occasional climate control system discomfort. The stress of using a computer, especially the stress on the hand and back muscles can be problematic when performed for extended periods of time. The high volume of demanding clientele and meeting the goals continually enhancing the effectiveness of the program are added stresses.
