What You’ll Do:

Plans, develops, and implements public involvement activities for all Ohio EPA programs in an assigned geographical area, including community relations plans, public information sessions, public hearings, and informal meetings and outreach with citizens.
Plans, prepares, facilitates, and completes public meetings (i.e., arrange logistics, agenda, pre-meetings, edit PowerPoints, coach staff on presentation skills, run the public meeting, and complete necessary follow up).
Serves as initial contact and spokesperson with various publics, including organized environmental groups; receives inquiries from the public and responds by consulting with Agency staff and other State agency personnel; responds to complaints and inquiries from individuals by email, letter, or phone; and prepares letters for own signature, or signature by Agency officials or Governor’s Office.
Plans and executes displays and special events (i.e., state fair display, workshops, and conferences). Gives speeches, presentations on Agency issues to general audiences (i.e., school groups, civic associations).
Plans and implements internal communications strategies for assigned projects, including writing, editing, and photography for internal newsletter, intranet announcements, signage and internal communication campaigns.

Job Posting:

Plans, develops and implements public involvement activities for all Ohio EPA programs in an assigned geographical area, includingcommunity relations plans, public information sessions, public hearings and informal meetings with citizens. Serves as initial contact and spokesperson with various publics, including organized environmental groups. Receives inquiries from the public and responds by consulting with Agency staff and other State agency personnel. Responds to complaints and inquiries from individuals by email, letter or phone. Prepares letters for own signature, or signature by Agency officials or Governor’s Office. Prepares and implements community relations plans, which may include organizing and running meetings with citizens, and creating newsletters, citizen advisories, fact sheets, etc.

Prepares for public meetings by arranging facility location and rental; establishing meeting format and agenda (i.e., panel discussion, question/answer session). Arranges for participation by appropriate technical staff. Advises technical staff on effective public interaction (i.e., how to explain technical subjects in laymen’s terms). Researches and writes meeting-specific fact sheets. Establishes local repositories for printed information. Notifies citizens, elected officials and other State and local agencies of meetings. Prepares miscellaneous meeting and/or audiovisual materials, (i.e., background information, explanation of public involvement process, PowerPoint presentations, etc.). Travels to meeting locations to conduct formal or informal public meetings which may be contentious and controversial. Directs citizen questions to appropriate person for response either during or after the meeting. Serves as Agency spokesperson to media who attend public meetings. Follows up on public meetings by tracking commitments made at the meeting, including responses to questions and requests submitted by elected officials and/or citizens. Discusses presentations and suggests improvements to participants. Advises management of issues that require policy decisions and recommends specific actions or remedies. Reviews responses to public comments.

Plans and executes displays and special events (i.e., State Fair display, workshops, and conferences). Gives speeches, presentations on Agency issues to general audiences (i.e., school groups, civic associations). Develops informational materials and publications (brochures, video scripts, etc.) and writes articles for external newsletters and publications. Assists in development of audio/visual production (e.g., writes scripts, works with graphic artists and videographer to develop appropriate visuals, records video/audio, voiceovers). Participates in design and maintenance of Agency and PIC external-facing Web pages and social media accounts, including developing content ideas, writing content, taking or acquiring photos and posting material.

Plans and implements internal communications strategies for assigned projects, including writing, editing and photography for internal newsletter, intranet announcements, signage and internal communication campaigns such as eDoc, IT projects and internal policies and procedures. Participates in design and maintenance of PIC intranet pages, including developing content ideas, writing content, taking or acquiring photos and posting material.

Assists in the development of public involvement strategies and policy. Attends meetings, seminars, workshops, etc. Assists in the development and presentation of public involvement training (training technical staff how to make understandable presentations to general audiences, how to deal with irate individuals, etc.). Uses computer, types and performs other necessary clerical duties. Assists other environmental public information officers when necessary. Keeps management informed about current activities, trends and issues.

SPECIAL REQUIREMENTS: Requires frequent travel to assigned geographical area. Will work evenings and possibly weekends; may travel overnight

Qualifications

Completion of undergraduate core program in journalism or communication; 12 mos. exp. in public multi-media techniques & relations in field of journalism or communication. -Or 3 yrs. exp. in field of journalism or communication dealing in public multi-media techniques & relations, public speaking, newswriting, reporting & editing &/or community relations & communication with citizens. -Or equivalent of minimum class qualifications for employment noted above.

Knowledge of public relations; journalism (e.g., newswriting, reporting & editing); communications (e.g., multi-media techniques); budgeting*. Skill in typing or wordprocessing*. Ability to deal with many variables & determine specific action; prepare & deliver speeches to specialized audiences & general public; use proper research methods in gathering data; write &/or edit articles for publication; handle sensitive inquiries from contacts with officials & general public.
