Position : McKinney-Vento Support Specialist
Job Description : General Description
Implements the duties and responsibilities of the McKinney-Vento Act and regulations within the Title I, Part A legislation of the Every Student Succeeds Act regarding the education of homeless children and youth.
Essential Job Functions
Ensures that McKinney-Vento students enroll in and have full opportunity to succeed in school.
Facilitates identification of McKinney-Vento students by school personnel through outreach and coordination with other entities and agencies.
Confirms that public notice of McKinney-Vento rights is disseminated in locations frequented by parents, guardians, and unaccompanied youth, in a manner and form understandable to them.
Provides professional development and support to school personnel providing McKinney-Vento services.
Ensures that children, youth, and families have access to and receive educational services for which they are eligible, including Head Start, early identification programs (IDEA part C), and other preschool programs.
Ensures that children, youth, and families receive referrals to health care, dental, mental health, substance abuse, housing and other services.
Resolves disputes and provides assistance to access transportation when necessary.
Ensures that unaccompanied homeless youth are enrolled in school and that procedures are implemented to identify and remove barriers that prevent them from receiving full or partial coursework satisfactorily completed at a prior school, in accordance with State, local, and school policies.
Participates in professional development and technical assistance as determined state McKinney-Vento Coordinator, Supervisor for School Social Work Services, Title I Coordinator, or Assistant Director of Student Support Services.
Develops and leads professional development regarding the education of McKinney-Vento students for all stakeholders.
Coordinates with the CCPS transportation department to ensure McKinney-Vento students are provided prompt transportation to school.
Partners with the Title I Coordinator in data collection and academic service provision for McKinney-Vento students.
Collects and analyzes data on the occurrence and needs of McKinney-Vento students.
Performs other duties as assigned.
Qualifications
Working knowledge of the legislative requirements and practical needs of students who are homeless. Knowledge of school organization, and available federal, state, and community resources to support families and schools serving McKinney-Vento students. Demonstrated skill in a wide variety of media and the use of technology to support job functions including proficient use of MS Word, MS PowerPoint, MS Excel, MS Access and MS Outlook preferred. Demonstrated ability to develop, implement and monitor programmatic goals; to coordinate complex programs and activities; to organize, schedule and monitor work assignments and to design and deliver staff development. Demonstrated ability to communicate effectively, orally and in writing; in decision-making, problem analysis, conflict resolution, interpersonal relationships, program management and research and planning.
Requirements
Bachelor’s degree in social work or related field. Master’s degree in social work preferred. Five years of experience working with at-risk youth and families as a social worker, counselor, or school counselor strongly preferred. Valid VA Driver’s License. This position is designated as a driving position. In accordance with Policy 5431, driving record checks are performed annually on individuals occupying driving positions.
