Job Description : Position Information
The Department of Parks & Recreation (DPR) is seeking an Early Childhood Programmer to provide support to the Early Childhood Unit and be responsible for program development, planning and implementation focusing on developing the physical, cognitive and social skills of preschool-aged children, assisting with the planning and implementation of training for unit staff and for providing direct supervision of staff.

The Early Childhood Unit is consistently growing and being challenged to meet the needs of families with young children in Arlington County. The position will work with program leaders in creating consistency throughout early childhood programs by creating activity plans that will be implemented in programs.

Duties include:
Developing early childhood programs and curriculum plans, including incorporating best practices and developmental research into plans;
Supporting staff and preschool programs at multiple (5) sites to ensure all programs are consistent, including the curriculum and program schedules;
Hiring, training, and evaluating regular and substitute staff to ensure adequate staffing levels for early childhood programs, including covering staff shortages in programs;
Supervising staff to ensure the implementation of developed programs and conducting reviews during site visits;
Managing licensure compliance activities for the unit, including tracking licensure requirements;
Developing practices to help maintain compliance with local and state requirements;
Planning county-wide early childhood activities and special events with other DPR divisions;
Overseeing program budgets and supply purchases, including managing service contracts for training and specialty visits;
Assisting in the marketing of Early Childhood programs through social media, print media and newsletters; and
Performing other duties as assigned.
The ideal candidate will have:

Effective and efficient program and human resource management skills;
Knowledge of compliance with early childhood policies and procedures;
Financial resource management skills;
Knowledge of State, County and Local Childcare Licensing regulations;
Familiarity developing and maintaining relationships with parent groups or community organizations; and
Strong civic engagement, interpersonal and problem-solving skills.
Selection Criteria
Minimum:
Bachelor’s degree in Recreation, Early Childhood Education/Development, or a related field and;
One (1) year of experience in recreation programs and activities and/or a job related to the care of preschool children.
Substitution: Additional education may be substituted for experience, or additional responsible experience may be substituted for education.

Desirable: Preference may be given to candidates with a Master’s degree in related field and experience with one or more of the following:

Local, state, or federal government agencies;
Supervising, training, and supporting staff;
Assessing the needs of preschool age children;
Working with individuals with disabilities and culturally diverse communities/populations; and
Knowledge of Arlington County and Virginia Department of Social Services State program related licensing regulations.
Preference may also be given to candidates who possess the following;

A minimum of 16 clock hours of early childhood education training this year;
Medication Administration Training (MAT) Certification; and/or
Notary License.
Special Requirements
This selected employee will be required to:
Complete 16 hours of training a year related to Early Childhood Education;
Obtain CPR and First Aid Certifications within one (1) month of employment;
Complete MAT- Medication Administration Training (provided by employer) and Daily Health Training within 90 days of employment;
Provide negative TB results or submit to a TB screening; and
Complete additional background checks to meet licensure requirements.
If the applicant possesses or acquires a license and drives themselves to meetings, trainings, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant’s official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant’s driving record.

A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Additional Information
Work Hours: Monday- Friday, 8:30 a.m. to 5:00 p.m., plus occasional evening and weekend hours.
