We are offering an exciting opportunity for an experienced, dynamic and innovative leader to serve as our Assistant Human Resources Director. The Assistant Human Resources Director reports to the Director of Human Resources and is responsible for co-leading the planning, development, implementation, directing and evaluation of the human resources functions of the Virginia Department of Social Services. The position may manage the day-to-day operations of the human resources functions through teams of professionals who deliver a wide range of HR services including: Talent Acquisition, HR Policy, Employee Relations, Benefits Administration, Records Management, and Classification and Compensation. The primary objective of this role is to provide VDSS and local departments of social services with policies, practices and programs to support their ability to recruit and retain the talent needed to achieve the Commonwealth’s social services system’s mission. This position may be responsible for assuring that human resources policies and programs are designed and delivered in accordance with state and federal policies and laws. As a member of the division’s Executive Leadership Team and under the leadership of the Division Director, the position sets the strategic direction and plan for the division’s future, not in a silo but with the entire division’s mission and vision in mind. The position also acts as an advisor to managers throughout VDSS and local departments of social services. Serves as a back-up to the Division Director in his/her absence.

Minimum Qualifications
Bachelor’s Degree in a related field or the combination of education and experience that demonstrates the ability to successfully perform the duties of the position.
Comprehensive knowledge of Human Resources policies and practices.
Comprehensive knowledge of federal, state, and local laws and regulations pertaining to Human Resources management.
Customer focus with strong execution skills linked to results.
Strong organizational skills and demonstrated ability to manage multiple priorities.
Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, state, federal and local agencies, public officials, community groups, agency and local department managers, employees, and the general public.
Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers, and stakeholders.
Strong problem solving, clear decision-making, and critical thinking skills.
Demonstrated experience to scope complex projects, leverage resources and coach associates to achieve optimal results. Demonstrated ability to motivate, direct and manage staff to maximize talents, productivity and professional development.
Extensive related experience including managing a Human Resources function in a large organization.

Preferred Qualifications
Graduate degree in a related field.
Senior HR certification (SHRM-SCP or SPHR)
