Job Description : Position Title: Operations Research Systems AnalystCustomer: Defense Health AgencyLocation: 2345 Crystal Drive, Arlington, VA, 22202Clearance Required: Favorably adjudicated NACLCHours of Operation: Monday – Friday 8:00am and 5:00pmGC Associates (GCA) Company Website: http://www.gcassociates-usa.com*Position pending contract award*GC Associates requires an Operations Research Analyst to provide ORSA support to the Deputy Assistant Secretary of Defense (DASD) for Health Services and Policy Oversight (HSP&O) and the Director, Defense Health Agency (DHA), in their missions of policy and program development and oversight of the Disability Evaluation System (DES), the Special Compensation for Assistance with Activities of Daily Living (SCAADL), the Physical Disability Board of Review, and the Compensation and Benefits Handbook.DUTIES AND RESPONSIBILITIES Operational Research Statistical Analysis, research planning and reporting.Develop, refine, and generate standing and frequent ad hoc reports using a variety of DOD-approved data analysis software to analyze and report on large data sets coming from multiple data sources. Analyze, recommend, and execute data analysis and reporting methods to best meet the needs of the government.Create monthly performance reports, quarterly quality assurance reports, annual process reports, survey outcome reports, and reports to support program related meetings.Reporting must be clear, concise, accurate, timely, and relevant.Analyze DES and SCAADL data and reports, to include performance, quality assurance, annual and triennial reports, making recommendations for process improvements as indicated. Assist in the distribution of reports to appropriate stakeholders. Maintain written reporting procedures for recurrent reports.Utilize existing economic, scientific, and modeling and simulation tools (e.g., Python, R, R Shiny) to determine the impact of policy and/or procedural changes on process performance.Perform Program related qualitative and scientific studies and initiatives as directed.SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION: Education: Bachelor’s degree or higherExperience. At least Two (2) years’ experience in mathematics, calculus, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in advanced college level mathematics or statistics; experience with advanced techniques, such as optimization, data mining, statistical analysis and mathematical modeling, to develop solutions that help businesses/organizations operate more efficiently and cost-effectively; experience with or managing a team that utilizes current analytic applications/software (examples: Office Suite,G* C ASSOCIATES USA, LLC *Adobe Pro, Visio, R/R studio, Visual Basic for Applications (VBA), SQLite, SPSS,HTML/CSS/JavaScript, Duplicate File Detector, MiKTeX (free/open source typesetting software), Rtools, AnyLogic Professional, Python, Angular/React, AWS, PowerBI/Tableau, Github, and Microsoft Project).Job Type: Full-timePay: $80,000.00 – $105,000.00 per yearBenefits:401(k)401(k) matchingDental insuranceHealth insuranceLife insurancePaid time offRetirement planVision insuranceSchedule:8 hour shiftEducation:Bachelor’s (Required)Experience:DHA DES: 1 year (Preferred)mathematics, calculus, probability, statistics, etc.: 2 years (Required)Operational Research Analyst: 2 years (Required)Security clearance:Secret (Required)Work Location: One location
