Position : Alaska College of Education Consortium (ACEC) Liaison

Job Description : The liaison/coordinator will be empowered to speak on the entire breadth of ACEC offerings, equally representing each campus/university within the UA System. The position will report to the UA President or designee and represent the UA System and Board of Regents interests. As the university’s point of contact for the ACEC, the liaison/coordinator is to be proactive and form rapport with internal and external stakeholders and support ACEC initiatives and programs.
Duties:
15%Legislative Engagement and Reporting (In Coordination with the Director of State Relations and the ACEC): 1. Receive and coordinate responses to queries, requests for input from legislators in collaboration with the ACEC and UA system president. 2. Prepare and present SB 241 Report (biennial) in collaboration with the ACEC, and UA system president, and BOR. 3. Present to Education Committees as requested in consultation with ACEC and UA system president. 4. Testify to legislative education committees as needed in consultation with ACEC and UA system president.Essential
15%Reporting to BoR, President, VPASR and Collaboration with the ACEC: 1. Work with President, VPASR and university academic leadership on UA System level education issues including dual enrollment and middle college program coordination/communication with stakeholders 2. Prepare and present to BOR ASA Committee as needed, in consultation with ACEC and UA System President 3. Prepare and respond to BOR queries in collaboration with the ACEC 4. P-12 a. regular attendance and presentation at ASA (superintendent’s association) and Association of Alaska School Boards meetings and teleconferences – maintaining strong communication, problem solving and managing expectations b. collaboration with Alaska Council of School Administrators (ACSA) on response to proposed legislation (e.g., reading bill), in consultation with ACEC and UA System president 2. Alaska Department of Education and Early Development (DEED) a. serve as point person for DEED – maintaining strong communication, problem solving and managing expectations, in consultation with ACEC and UA System president b. represents UA system president and BOR on state policy issues c. update presentations to state board, in collaboration with the ACEC d. serve on DEED committees where appropriate 3. State Board of Education a. support joint BOR-State Board of Education Committee 3. The Alaska College of Education Consortium coordinates the efforts of the three Schools of Education at each major academic unit within the University of Alaska system (University of Alaska Anchorage, University of Alaska Fairbanks, and University of Alaska Southeast). This critical position is crucial to the success of the University of Alaska in meeting the state’s need for ready and willing teachers at all levels of education.

This position may be filled in Anchorage, Fairbanks, or Juneau.

Knowledge, Skills, and Abilities:

Understanding of the political landscape in Alaska and demonstrated political acumen:
Must be comfortable working with legislature, DEED and other stakeholder organizations.
Knowledge of teacher preparation accreditation and certification nationally, and in Alaska:
Understanding of higher education teacher programs and higher education environment.
Understanding of P-12 education in Alaska.Must understand teacher preparation programs and the role the university holds in preparing teachers in Alaska.
Expert knowledge of system wide policies and/or responsibilities:

Knowledge of program and program design.Ability to develop and implement policy.
Knowledge of strategic, short and long range planning processes.
Ability to create, implement, assess, and shape the direction of programs and policies based on system needs and strategic, University-level goals and objectives.
Ability to recommend process improvements.

Required Experience:

Six years progressively responsible experience in education in Alaska (P-12) or a related field, or an equivalent combination of training and experience. Should be a respected leader in education in Alaska.

Rural school district experience and experience within UA preferred.

Required Education or Training:

Master’s degree in education or a relevant field, or an equivalent combination of training and experience.

PhD preferred.
