ABOUT THE POSITION
Under the supervision of the County Veteran’s Service Officer, the Veteran’s Service Representative advises veterans, their spouses, and their dependents on their eligibility for benefits provided by the Veterans’ Administration (VA) and/or federal, state, and local legislation; gathers knowledge and information through interviews, assists clients with related applications and appeals processes; prepares and submits claims to the VA, conducts outreach and community education, acts as an overall representative of the County Veteran’s Service Office, and performs related duties as assigned. The Veteran’s Service Representative functions as part of a small team under the Social Services Division of the County Health and Human Services Department. This person works in a collaborative manner with staff from Public Assistance, Whole Person Care, Aging and Adult Services, etc. to successfully identify resources appropriate to serving and supporting and advocating for veterans in the community.
This fixed term position is initially funded up to 3/31/2024 Please note, this position may end prior to 3/31/2024 if funding ceases or the work is complete. In addition, these positions may continue after 3/31/2024 if funding is renewed or extended. Per PMR 48.2, fixed term employees are not subject to Reduction in Force rights at the completion of the term.
Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely and options to telework up to three days per week and work remaining days onsite are available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Our Highly Qualified Candidate:
The ideal candidate is someone with a passion and knowledge of the veteran’s population and an understanding of key issues and challenges faced by clients and family members within this population. This person will be well versed in a variety of benefits and resources including financial, medical, and behavioral health supports and federal regulations governing Veterans Affairs. Candidate will have excellent communication and interviewing skills. They will be able to listen with empathy, compassion, and lack of judgement. Candidate will have outstanding relationship building skills and should be able to form connections and positive working relationships with the clients served, with the County Veteran’s Service Officer and other members of the VSO team, and with other county and community-based organizations. Candidate should have excellent organizational skills and should be able to prioritize tasks and to operate effectively in a busy and complex work environment. Individual should be a self-starter who will work independently but also someone who functions well as part of a small team.

The equivalent of two years full-time years of experience providing one-on-one eligibility and counseling services to clients of state and federal programs including claim preparation and appeal assistance OR one year working in a federal, state, county, non-profit or similar environment directly interviewing, counseling and assisting veterans and veterans’ dependents identify and obtain available benefits. Accreditation by the California Department of Veterans Affairs (pursuant to Title 38, code of Federal Regulations, 14.629) at the time of application may substitute for up to one year of the two year required work experience. Status as an honorably discharged veteran who was active on a full-time basis of the United States Armed Forces is highly desirable.

The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.
SPECIAL REQUIREMENTS: Candidates selected are subject to fingerprinting by the Sheriff’s Department and must pass a Department of Justice LiveScan background check prior to appointment.
IMPORTANT INFORMATION: Pursuant to the Order of the Marin County Public Health Officer, it is required that all County employees confirm their vaccination status. Depending on work assignment and applicable Public Health Order, some employees may be required to be fully vaccinated and/or consent to weekly COVID-19 testing. To help mitigate transmission, an Order of the Marin County Public Health Officer requires all individuals to wear face coverings when indoors in workplaces and public settings.
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
