Position : Manager – Airside Operations

Job Description : Position Purpose
The Aviation Department Manager oversees, directs, and manages the Airside Operations division at the airport. Ensures airport is safe for users and monitors compliance with FAA regulations.
Essential Functions
1 Manages, oversees, and monitors Airside operational activities and related staff performing services throughout the Airport; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels.
2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; directs evaluation activities, participates in hiring and personnel activities, and monitors payroll and other timecard related issues.
3 Review and updates Airport Certification Manual (ACM) and Appendices which include the Airport Emergency Plan (AEP), Wildlife Hazard Management Plan (WHMP), and Snow and Ice Control Plan (SICP).
4 Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; oversees the planning, development, and operation of special projects, operational directives, security projects, or access control projects.
5 Performs daily inspection of operational efficiencies; meets with managers, supervisors, openers, closers, and other concession staff regarding any issues or information needed.
6 Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally; addresses security, clearance, and related requests to ensure the timely and efficient handling of maintenance or repair concerns.
7 Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate; attends briefings and meetings to remain up to date on codes, regulations, and laws pertaining to facility operations and infrastructure.
8 Hosts and conducts weekly construction coordination meeting with FAA Air Traffic Control Tower rep, Airfield Maintenance division, Airfield Electrical division, various Department of Aviation division reps, and contractors/consultants; coordinates, deconflicts, and gives final approval for airfield closures.
9 Assists and supports FAA Safety Certification Inspector annually to ensure compliance with all regulations; provides necessary documents and metrics for inspection.
10 Performs any and all other work as needed or assigned.
Minimum Qualifications
EDUCATION:
Bachelor’s degree in airport management, public administration, aviation or business field.
EXPERIENCE

Four (4) years of experience in airport operations and/or airport administration, airport maintenance, streets maintenance or general construction.
AND

Two (2) years supervisory and/or project management responsibilities.
EQUIVALENCY(IES):

High school diploma or GED plus eight (8) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
An associate’s degree in any field plus six (6) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
A bachelor’s degree or higher in a non-specified field plus six (6) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
A master’s degree or higher in a specified field plus two (2) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
A Pilot’s license plus seven (7) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
LICENSE(S) and/or CERTIFICATION(S):

Valid driver’s license with good driving record.
OTHER REQUIREMENT(S):

Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations.
Subject to twenty-four/seven (24/7) emergency call-out.
PREFERENCE(S):

Per Federal Aviation Administration (FAA) Advisory Circular 150/5210-20, selected candidate must be able to demonstrate a functional Knowledge of the English language.
Effective oral and written communication skills.
MS Word/Excel or similar software skills
Ability to interpret and implement government airport regulations and policies.

2 Ability to plan, assign, train, direct, and evaluate clerical/administrative, trade/technical, or professional employees.
3 Extensive knowledge of TSA and FAA regulations.
4 Ability to manage unit/program activities. Ability to establish and obtain operating goals and objectives for unit.
5 Project management skills.
6 Ability to negotiate and develop contractual agreements.
7 Comprehensive knowledge, experience and application of airport rules and regulations pertaining to airport operations, including Transportation Security Administration (TSA) regulations.
8 Experience with developing and administering budgets.
9 Communicating effectively orally and in writing.
10 Establishing and maintaining effectively working relationships.
