The Opportunity
WSDOT Public Transportation Division (PTD) is currently seeking a Transportation Planning Specialist 4 to serve as the Southwest Region Community Liaison. Supporting the Grays Harbor, Pacific, Lewis, Clark, Skamania, Cowlitz, Klickitat and Wahkiakum counties, this position provides communication, technical assistance and training to transit, non-profit and for-profit agencies providing transportation services and tribal nations to ensure compliance in management of their WSDOT’s federally funded and state-funded contracts. Assistance includes facilitating grantee trainings on using the Grant Management System (GMS), technical assistance for submitting grant applications, reviewing contract’s quarterly reports and invoices, and assistance in collection of reporting data and other duties. Compliance work also includes ensuring grantees develop and update required policies such as ADA and Title VI policies, conducting site visits (in-person and/or virtual), and ensuring grantees’ timely and accurate address of deficiencies, if any. In this role, the liaison will work closely with regional and local partners such as transportation service providers, WSDOT regions and divisions, Metropolitan Planning Organizations, Regional Transportation Planning Organizations, and other stakeholders. This position also serves as the Vanpool/Rideshare subject matter expert to assist staff in vanpool/rideshare contract management and technical assistance as well as assisting the Division in developing strategic direction for Ridesharing.

What to Expect
Among the varied range of responsibilities held within this role, the Southwest Community Liaison will:
Represent the division, and develop relationship and serve as point of contact with grantees
Develop relationships with (and liaising between) grantees, other transportation service providers, WSDOT regions and divisions, Metropolitan Planning Organizations, Regional Transportation Planning Organizations, and other stakeholders planning required by Federal Transit Administration for use of federal grants.
Serve as point of contact for grantees and other entities interested in transportation issues including technical assistance on transportation service; grant application development; finding others in WSDOT to help depending on the area of expertise.
Serve as contract manager to grantees in assigned region.
Work with the division’s business services office and use the Grants Management System to provide oversight of grant contracts, review quarterly reports, complete administrative site visits, and review invoices.
Travel and conduct on-site visits.
Serve as point of contact for Commute Trip Reduction implementation including contract management and technical assistance.
Assist division in development of strategic direction for Transportation Demand Management.
Provide assistance and input to other PTD functional groups and teams in the development of processes and policies.

Qualifications
To be considered for this opportunity, the following are required:

A bachelor’s degree with major study in public administration, urban planning, finance, communications, or related field
Demonstrated technical/legal knowledge and aptitude of multiple state and federal requirements including FTA rules and regulations as well as state provisos, rules, and regulations
General knowledge of best practices, industry standards, regulatory agency rules, and agency policies and procedures related to public transportation issues
Working knowledge of multimodal transportation networks and their use
Knowledge and training in federal programs, Vanpool and/or Ridesharing.
It is preferred that qualified candidates also have:

General knowledge of public transportation performance, governance, policy, funding, planning, transit operations, special need transportation, transportation demand management, transportation planning, legislative relations, local government relations, and system-wide multimodal transportation analysis.
