The Community Services and Housing Division (CSHD) partners with local governments and community organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, reduce homelessness, address the causes and effects of crime and violence, and invest in community facilities. Placed within CSHD, the Office of Firearm Safety and Violence Prevention, and Public Safety Unit (OFSVP-PSU) partners with federal, state and local criminal justice and public health agencies, community organizations and leaders, and individual community members to reduce and address the impact of crime and violence, facilitating the availability of opportunities and resources in communities statewide.

Under the Executive Director’s supervision and in coordination with the members of the OFSVP-PSU team, this Policy Analyst (MA3) provides consultation, develops strategies, conducts research, formulates recommendations, and assists with the implementation of strategic and long-range planning activities for the programs and responsibilities assigned to OFSVP-PSU. The position prepares communications for programs to report out on program performance, support policy initiatives, disseminate information and respond to stakeholders including the CSHD assistant director, the Governor’s office and other state agencies, law enforcement agencies, and legislators and legislative staff. This position supports Commerce’s mission of strengthening communities.

Duties
Here are some of the duties you will perform in this incredibly valuable role:

Outcome monitoring, measuring and reporting
Performs analyses of issues related to the programs and initiatives assigned to OSFVP-PSU. Evaluates options, and prepares project reports, summaries with narrative, statistical charts, tables and graphs to describe progress and solutions to identified problems.

Uses process improvement to facilitate the collection and analysis of data and information to assist management and identify and plan business process changes to meet short- and long-term strategic goals.

Organizes, trains, and leads project teams, conducting research and analysis, formulating recommendations, and coordinating implementation of OFSVP-PSU strategic and long-range planning activities.

Policy and legislative support and strategy
Monitors proposed or pending changes in state and federal programs, laws, rules, regulations, eligibility criteria, etc., assessing the potential impact on OFSVP-PSU programs. Recommends appropriate response and/or action.

Monitors state and federal legislation, hearings, and bill activity and provides Executive Director, program staff, and internal management with analysis and recommendations.

Authors and reviews bill analyses and other policy documents that summarize proposed changes to agency programs.

Communications and stakeholder outreach
Prepares communications for OFSVP-PSU programs to report out on program performance, support policy initiatives, and respond to stakeholders including the CSHD assistant director, the Governor’s office and other state agencies, local agencies, and legislators and legislative staff consistent with Commerce standards and best practices.

Maintains and improves content on OFSVP-PSU program webpages consistent with Commerce standards and best practices.

Emerging projects
Supports emerging projects relevant to OSFVP-PSU, including program development and implementation, research related to legislative directives, strategic planning, exploring funding opportunities or coordination of external stakeholder meetings or focus groups.
Qualifications
Required Qualifications:

Bachelor’s Degree in business administration, public administration, political science, criminal justice, public health, health administration, or a related field; AND three years of professional experience conducting research and analyzing policies, laws, rules, or regulations. A graduate or advanced degree may substitute for one year of the required professional experience. Comparable professional experience may substitute year-for-year for education.

Preferred/Desired Qualifications:
Experience preparing presentations, written reports or briefing memos to inform public policy and/or communicate conclusions to a non-technical audience.
Experience in public policy, community advocacy, stakeholder engagement, project management and/or community or public safety programs.

Work From Anywhere
This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction while observing social distancing. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, you will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.
