We’re looking for a Childcare Licensor (SHPC2) to join our Richland location to help ensure our communities have safe, licensed childcare options. You will serve Moses Lake, Othello, Connell, and surrounding areas. The Opportunity (SHPC2):
Do you want to be part of an organization that is purpose-driven and passionate about its work? We need your regulatory licensing experience to licensing childcare homes, centers, and school-age programs. You will administer uniform procedures for recruitment, development, licensing, technical assistance, monitoring, complaint inspections, and legal activities of all required childcare and early learning environments, including but not limited to Childcare Centers, School Age Programs, and Family Home Childcare.

Some of what you’ll do:
Verify childcare licensing qualifications in MERIT for applicants, licensees, family members, and staff for all required early learning providers.
Complete all licensing applications within the required timeframe.
Submits initial, non-expiring, and probationary licenses and certifications to the Childcare Licensing Supervisor within the required timeframe.
Provide ongoing technical assistance to early learning providers focusing on licensing regulations.
Establish and maintain files for each required early learning provider.
Document licensing activities/observation notes.
Conduct initial and annual evaluations of required childcare and early learning environments to determine suitability for licensure.
Assess childcare facilities to ensure the environment is safe and healthy.
Assess childcare activities and equipment to ensure developmental appropriateness, and anti-biased approach, and cultural relevancy of early learning services.
Complete licensing complaints in accordance with DCYF Childcare policies and procedures.
Evaluate complaints concerning both licensed and unlicensed early learning providers.
Appear and provide testimony as to the Department’s representative at hearings concerning childcare licensing adverse actions.
Provide information on becoming licensed, including licensing orientation, Early Achievers program requirements, enrollment, training, resources, and support services

What we are looking for:
Professionals with a Master’s degree or higher in early childhood education, social work, a health or social science, public administration, or a related field, AND two years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
A Bachelor’s degree in early childhood education, social work, a health or social science, public administration, or a related field, AND three years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
One year of experience as a Social and Health Program Consultant 1.

NOTE: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.

NOTE: The above experience may include professional-level childcare licensing or early childhood education in a licensed childcare setting or formal early childhood setting.

NOTE: Ability to read, write, and speak fluently in both English and Spanish for providing interpretation and translation to clients. The employee must be certified and proficient, and be able to provide certification to perform duty. Certification must be obtained within 6 months of appointment.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

One year or more of experience researching, evaluating, or evaluating facts to recommend for management action or decide compliance with program guidelines and regulations.
Demonstrated intermediate proficiency with Microsoft Office including Word, Outlook, and Excel.
Demonstrated history of effective and clear communication with all levels including management, peers, clients, and the public.
Demonstrated history of explaining in writing and verbally, complex technical and regulatory information.
Demonstrated experience in monitoring or overseeing licensed childcare, Head Start, or ECEAP performance standards.
Demonstrated knowledge of principles of child development, risk assessment and decision making, research and applying law and regulations, interviewing techniques, the role of expert representative in both court proceedings and multidisciplinary team service delivery, concepts of group work and group dynamics, current literature on early care and education practices, and concepts of community organization as applied to the development of community resources.
Demonstrated skills and abilities to deduce potential impacts of conditions or assess risk.
