Job Description : Job SummaryMAJOR FUNCTIONS: This is a grant funded advanced independent position responsible for overseeing and/or conducting a program or service for the public and/or clients in a group or one-on-one settings. Generally, works under the direction of a Division Manager and/or Coordinator.Essential Job FunctionsKNOWLEDGE, ABILITIES, AND SKILLS NEEDED TO PERFORM THE ESSENTIALJOB FUNCTIONS: Knowledge: Strong knowledge of business English, public speaking, report writing and record keeping.May require knowledge or background in a specific program or service.Knowledge of local, state and federal programs that can assist residents with overcoming barriers to success.Abilities: Provide and present information in an organized and understandable manner.Establish effective working relationships with external agencies, County staff and the public.Understand and implement grant and/or program requirements.Work with minimal supervision to accomplish program or service goals effectively and efficiently.Must be able to assess eligibility for multiple programs simultaneously, ensuring compliance with each program’s guidelines.Skills: Intermediate to advanced proficiency in MS Windows and Office software (Outlook, Excel, Word, PowerPoint, Publisher)Communicate effectively, both verbally and in writing, including grammar, punctuation and spelling.ESSENTIAL JOB FUNCTIONS: *Engage and work with the general public and/or program participants to accomplish program goals and objectives.Provide life skills related information (e.g. fiscal education, computer use, job seeking skills, etc.) both one-on-one and in a classroom setting.Continually update knowledge and improve program information, procedures and requirements.Enter, maintain and monitor program data and records in a timely manner as required, including compliance with County and/or grant policies and procedures.Ensure errors or discrepancies are avoided or corrected in a timely manner.Respond appropriately to program participant and/or public concerns and requests.Prepare and/or review internal and external program correspondence to ensure information is accurate, format is appropriate, and content is grammatically and structurally correct.Monitor the program’s outcome position and alert supervisor to concerns in a timely manner.Assist with preparation, response and recovery needs at times of disaster.Perform other related work as required, including administrative, fiscal or program support.Must be able to work a flexible schedule, which may include evenings and weekends.*SPECIFIC JOB DUTIES AND RESPONSIBILITIES: *Knowledge of the principles and practices of social service provision including recognized casework methods and techniques is required.Must be able to remain calm and professional and to communicate compassion and genuineness while building rapport with applicant.Assess barriers to self-sufficiency in major life areas of the resident, including housing, health, career employment, education, life planning, nutrition, childcare, transportation and others.Provide education and guidance in assisting resident to develop a plan for achieving self-sufficiency, with the goal of achieving stabilization in all areas of life.Assist eligible applicants in identifying and applying for possible benefits.Establish and maintain contacts with available private and public assistance agencies and medical providers.Knowledge of the applicable laws, rules and regulation relating to providing public assistance and medical care, including the Health Care Responsibility Act, pauper burials, Medicaid.Knowledge of and compliance with state and federal requirements, including HIPPA confidentiality.Knowledge of grant and statutory requirements, as related to individual programs.The ability to speak and read Spanish and Creole is desirable.*ESSENTIAL PHYSICAL SKILLS: * Good vision and hearing with or without correction. Use of both hands and fingers with dexterity. Occasional walking and standing is required. Reasonable accommodations may be made to enable individuals with disabilities to perform essential FUNCTIONS.*WORK HAZARDS *Possible vision or hand/arm dysfunction due to heavy computer work.*SAFETY EQUIPMENT USED OR NEEDED: *NoneQualificationsEDUCATION: Associates degree in social work, human services, or a related field from an accredited university or college is required.EXPERIENCE: A minimum of three (3) years of experience determining program eligibility for social service programs. Must have knowledge of local, state, and federal resources to assist residents in overcoming barriers to success. A comparable amount of training or experience may be substituted for the minimum qualifications.LICENSE CERTIFICATION OR REGISTRATION: Valid Florida’s Driver’s License and must maintain a good driving record.
