Job Description : Responsibilities
Under the direction of the Manager, Port Operations, New Jersey Marine Terminals, the incumbent will be responsible for overseeing and monitoring the operations of tenants based in Port Newark, the Elizabeth-Port Authority Marine Terminal (EPAMT), Port Jersey, and rail facilities to ensure compliance with security requirements, lease agreements, and the Port Authority Marine Terminals Tariff FMC Schedule No. PA 10. The selected candidate shall represent the Manager, Port Operations in their absence.
Additional responsibilities are as follows:
Serve as emergency response liaison, this includes coordination of safety training and yearly drill coordination.
May oversee the Port Newark Operations Control Center in the Facility Security Officer’s (FSO’s) absence or at the discretion of the Manager, Port Operations, General Manager, or designee.
Conducting red-letter drills, participating in Safety Team meetings and serve as the Alternate Facility Security Officer (AFSO), or as the primary FSO in their absence.
Responsible for a variety of tenants including terminal operators, bulk shipment operators, auto processors, and/or warehouse tenants.
Coordinate tenant move-ins and move-outs, transferring utility accounts, and tracking maintenance work order requests,
Assist with the oversight of security and utility contracts and may oversee NJMT’s electronic public berth application system.
Perform other related operational duties to meet facility needs as directed by NJMT Management.
Conduct facility tours and provide information on facility activities to visitors as necessary.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
Bachelor’s degree from an accredited university or college and/or at least three years of relevant work experience in maritime transportation, logistics, business, public administration, or other related field with emphasis on managing operations and staffing issues.
Must have a valid driver’s license.
Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by the Department of Homeland Security within 90 days.
Selected candidate will be required to obtain Certification as a Facility Security Officer within six months of appointment to position.

Ideal candidates will present the following profile:
Demonstrated knowledge of Port Authority operating policies and procedures, specifically those related to facility operations.
Knowledge of the maritime industry, marine terminal operations and marine terminal lease terms.
Demonstrated knowledge of PA authorization, procurement and audit processes.
Proven ability to work with staff in a union contract environment.
Demonstrated ability to prioritize projects, manage time effectively and work independently.
Ability to take independent action, be innovative and decisive.
Excellent analytical and problem-solving skills.
Demonstrated written and oral communication skills.
Exceptional ability to work with individuals at all levels, both from within and outside the organization.
Ability to manage conflicts effectively.
Knowledge of fire and safety codes.
Proficiency in the use of SAP, PeopleSoft, and Microsoft Word and Excel.
Incumbent must undergo training to obtain Facility Security Officer Certification.
