Job Description : City ClerkDepartment: Elected Officials/City CouncilType of Position: Full-Time, NCSalary/Pay Rate: $75,505 annuallyDeadline to Apply: March 24, 2022MINIMUM QUALIFICATIONS: Considerable experience in City government in a responsible capacity and completion of a standard high school course supplemented by college level course work in public administration and public relations, preferably college graduation; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must be available to attend evening meetings.REQUIREMENTS: Must pass a criminal background investigation, pre-employment physical, and drug test.NATURE OF WORK PERFORMED: This full-time appointed position serves as Clerk of City Council and is responsible for preparing legislative documents, legislative research, Council agendas, accurately recording Council proceedings, and maintaining official records of and notifying others of action taken. The City Clerk interfaces regularly between City Council, the Mayor’s Office, and the City Administration on a variety of matters. The Clerk also interfaces with applicants for City Council approvals related to zoning amendments and other matters. The work is performed under the direction of the Council and Council President. Independent judgment and decision making is exercised.EXAMPLES OF WORK PERFORMED: Prepares agenda and meeting notices, and sees that the required documents are assembled and available; records proceedings, drafts minutes of meetings and hearings and secures Council approval; codes and files minutes; notifies parties of official Council action; publishes reports and ordinances; maintains custody of official Council minutes and answers inquiries regarding Council activities; prepares periodic and special reports of Council activities; prepares resolutions and ordinances; performs varied public relation activities for Council and City, such as producing white papers, brochures, folders, mock newspapers, and other information to promote the City; serves as liaison between City Council and the City Government Administration; coordinates required City Council action with City Council and Administration and assists in its decision making; contacts City Council members to explain nature of required meetings and advises City Council members on matters requiring City Council action, and researches areas of concern for Council members upon request; schedules meetings with members of City Council and the Administration; prepares legislation and writes correspondence resulting from meetings; tracks and follows up on pending meeting items; prepares weekly schedule of meetings for information of City Council and the Administration; advises Press and Public on City Council meetings items and City Council related matters; prepares City Council budget; directs, reviews and proofreads work of Secretary; coordinates and proofreads Codified Ordinances updating; writes memoranda, letters, reports, abstracts, and other correspondence, and conducts research for President of council and members of Council; makes decisions on office procedures and information retrieval; ensures that proper City Council procedures are followed; explains City Council procedures to and answers questions on City Council business from Public, Press, and Administration; reviews and edits information submitted for City Council action.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization and functions of City government; thorough knowledge of State and local statutes pertaining to Council proceedings; good knowledge of parliamentary procedures; good knowledge of community and its environment; ability to write clear and accurate reports on complex subjects; public speaking ability; ability to secure the cooperation of others in difficult work situations; good judgment.HOW TO APPLY: Applicants should send a resume and cover letter outlining how they meet the specific requirements of the position.
