This position will plan, analyze, develop, implement, and evaluate Trade Navigator projects as well as supervise, plan, and prioritize work assignments for staff providing Trade Navigator services. Other responsibilities include, to direct and oversee activities and delivery of Trade Outreach projects and services; maintain compliance with requirements of Federal and state performance reporting; and address program-related requests, complaints, and errors.

DESCRIPTION OF WORK
This position has the responsibility of supervising a team of navigators that coordinate detailed outreach initiatives related to the Trade Act program throughout the 22 workforce development areas with the support of local and state government agencies. The incumbent will work closely with the State Operations Division Chief, Rapid Response, and Trade Supervisors to ensure collaboration with the Rapid Response coordinators, Trade Analysts, and PA CareerLink®. The incumbent works with the navigators to review and improve outreach initiatives, paying close attention to promising practices that can be replicated throughout the state. The analysis of team reports submitted by the navigators will be used to provide leadership with regular updates.
This position will also be responsible for coordinating the implementation of Trade Navigator projects and services with goal of increasing Trade Act Program participation. Supervise the performance of Trade Navigators in their respective regions. Participate in supervisor/management meetings to provide updates on Trade Outreach initiatives, statewide, and correlate them with other bureau projects/initiatives.
This position will also be responsible for working to help develop guidance to workforce practitioners that will improve Trade Act program outreach efforts as well as facilitate stakeholders discussions to address challenges and local initiatives. Travel as needed to provide service and guidance or to attend meetings at PA CareerLink® offices, partner agency offices, and other locations; perform related work and duties as required.

Full-time employment
Headquartered in a CareerLink® office in one of the following counties, based on the selected candidate: Berks, Bucks, Chester, Delaware, Lehigh, Montgomery, Philadelphia, Dauphin, Cumberland, Lancaster, Lebanon, Somerset, Huntingdon, Adams, Bedford, Blair, Franklin, Carbon, Monroe, Lackawanna, Luzerne, Schuylkill, Bradford, Tioga, Allegheny, Armstrong, Beaver, Butler, Erie, Indiana, Lawrence, Mercer, Venango, Fayette, Greene, Washington, Westmoreland, Centre, Clearfield, Clinton, Columbia, Elk, Jefferson, Lycoming, McKean, Mifflin, Potter, Northumberland, or Cameron County.
Work hours – 8:00 am – 4:30 pm, Monday – Friday with a one-hour lunch
Work hours are negotiable based on operational need
You will have the opportunity to work from home (telework) up to 3 days a week based on operational need. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office to which you are assigned.
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Qualifications:
Minimum Experience and Training Requirements: One year as a Workforce Development Analyst 2; OR three years of experience in performing technical work in a workforce development program, and a bachelor’s degree; OR an equivalent combination of experience and training.
