SUMMARY: This position is responsible for completing assessments and a criminal history on defendants in order to assist the judge in making bail decisions. This position will actively monitor defendants released on bail conditions to ensure the defendant appears for all court proceedings and does not engage in new criminal activity while in the community.
ESSENTIAL DUTIES AND RESPONSIBILITES:
Will be responsible for researching criminal case histories, conducting pretrial risk assessments, preparing reports, meeting with defendants, making recommendations to judges regarding conditions of pretrial release for pretrial defendants, and staffing court during first appearance or subsequent hearings in which bail determination is made;
Will be required to monitor the conditions of pretrial release for pretrial defendants, assist pretrial defendants in attaining specific goals to ensure their appearance in court and the safety of the public during the defendant’s pretrial release, and report the non-compliance with conditions of release to the court;
Will make recommendations and/or referrals for social services, testing, treatment and/or counseling and will monitor treatment progress;
Will provide guidance to defendants with specific needs, including but not limited to social, emotional, and rehabilitative concerns;
Will interact regularly with judges, prosecutors, public defenders, jail, local law enforcement, the private bar, and the public;
May be required to work a non-traditional work week which may include nights, weekends, holidays, and after hours on-call responsibilities;
Must complete a minimum of 40 hours of professional development training annually.

A Bachelor’s degree in criminal justice or a related field;
Knowledge of department policy and procedures;
Excellent oral and written communication skills;
Organizational skills;
Knowledge of mental health issues and treatment strategies;
Knowledge of automated system;
Counseling experience;
Knowledge of pretrial law;
Public safety skills;
Knowledge of treatment programs and government agencies;
Knowledge of the criminal justice system;
Management and leadership skills.

While performing the duties of this job, the employee is regularly required to stand; walk; sit; and talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception. Physical effort is sometimes required during arrests of violators of probation, parole or intermediate punishment and during crisis intervention.

This employee will travel frequently by automobile to various pretrial reporting locations, correctional center, Magistrate Judicial District Court, Court of Common Pleas, and community agencies, in order to satisfy the various demands of the department. There is further possibility of illness due to frequent contact with defendants who have a high occurrence of communicable disease.
