Job Description : Job Title: Procurement ManagerDepartment EstimatingReports To: Estimating ManagerLocation: Corporate (Coraopolis, PA)FLSA Status: ExemptRevision Date: 03/18/2022SummaryThe position will be responsible for sourcing, negotiating and selecting materials, services and supplies in support of the Estimating Department and project pursuits within the American Bridge Company. Detailed job functions and duties of the position are outlined below.Essential Duties and ResponsibilitiesDevelop and maintain company database of vendors.Administrator for solicitation softwareMaintain records of vendor experience with American BridgeImplementation of a thoughtful plan for improving the solicitation of proposals during the bidding process.Develop strategies to obtain the best pricing based on the coordination of AB’s and the vendor’s approach to gain a competitive edge.Work with Estimating Department to solicit pricing from vendors with a planned approach to receive advantageous pricingManagement of Good Faith Effort to track and monitor Minority/Disadvantaged suppliers and subcontractors to ensure compliance with the ContractMaintain regular contact with major vendorsSubmit and track required Confidentiality Agreements with the vendors.Submit and track required Service agreements with hired consultants.Manage the exchange of information provided to vendors keeping proprietary and public information separateManage the Estimate conforming process after successful bids to facilitate transfer of estimates into AB’s accounting systemOther Skills and AbilitiesMust be able to legally work in the United States.Must be willing to work in a drug-free environment and agree to a post offer drug test. Must be willing to work safely and keep OSHA recordable incidents to a minimum. Experience with Excel, including the creation and maintenance of Excel databases.Experience in the preparation and processing of electronic requisitions and purchase orders for supplies, services, and equipment to include the use of P-Cards.Must be detail-oriented with excellent organizational skills and the capability to manage multiple priorities and actions at the same time.Sending out and tracking Requests for QuotationsCoordinate purchasing efforts with project personnel and procurement, to include developing effective internal and external working relationships.Experience reviewing and maintaining tracking documentation for compliance with regulations and internal policies/procedures.Experience in maintaining, reporting, and administering Inventory.Must possess excellent oral, written, and interpersonal skills.Experience with commercial export compliance regulations.Strong negotiating skills.Experience in setting up shipments with domestic and international carriersEducation and/or ExperienceBachelor’s degree from four-year college or university; and 3+ years of experience or equivalent combination of education and experience.Supervisory ResponsibilitiesNone.Certificates, Licenses, RegistrationsCurrent driver’s licenseLanguage SkillsAbility to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. While visiting job sites, the individual is regularly exposed to work near moving mechanical parts and outdoor weather conditions. Additionally, the employee is frequently exposed to fumes or airborne particles and toxic or caustic chemicals. Finally, the individual will be exposed to significant heights and limited walkways, which will require the use of a fall arrest system.
