Position : Assistant Business Administrator
Job Description : Salary: Minimum salary $140,000 and up based on credentials, education and experience.Job Summary: Assist the Business Administrator/CFO with the financial operations of the Intermediate Unit. This position works with senior management, financial institutions, school district personnel, Pennsylvania Department of Education personnel and outside auditors. This position oversees financial functions including accounting, budgeting, billing, collections, accounts payable, and internal controls. This position is responsible for maintaining financial records that are in accordance with the Intermediate Unit’s Board Policies, generally accepted accounting principles (GAAP) and with Governmental Accounting and Financial Reporting Principles, as well as in compliance with any, and all, federal, state, and local rules and regulations relative to funding received. This position partners with other Intermediate Unit divisions to achieve the organization’s financial goals and to better integrate finance within the organization.Essential Functions:Direct, supervise and coordinate all general accounting and maintain an efficient and effective Finance Department.Determine qualifications and competence of department staff.Evaluate performance, making recommendations for performance improvements, promotions or disciplinary actions.Conduct meetings with staff to review financial issues, department performance, Intermediate Unit matters.Work with the Business Administrator/CFO to determine departmental goals and objectives.Manage the budget process.Assist the Business Administrator/CFO with the management of the budget (over $186,000,000).Prepare and manage the schedule for the Intermediate Unit’s budgets.Provide essential information and data to Program Directors and/or Supervisors for preparation of their budgets. Assist Program Directors and/or Supervisors in budget preparation and review budgets with upper management.Prepare the overall Intermediate Unit budget through the compilation of Program budgets. Oversee the preparation of the budget package for upper management and Board of Directors. Assist in the presentation of budgets and financial performance to the Board of Directors.Analyze monthly operating performance versus the budget in preparation for financial statements. Review and oversee the distribution of month-end financial statements. Assist Program Directors and/or Supervisors with the review of their operating performance upon request.Manage all financial accounting functions including general ledger, fixed assets, account reconciliations and monthly reporting.Implement financial policies and procedures in coordination with the Business Administrator/CFO.Supervise and coordinate departmental functions including accounts receivable, accounts payable, billing, accounting, financial reporting and budgeting.Coordinate departmental functions with other Intermediate Unit departments.Maintain financial systems in accordance with generally accepted accounting principles and with the Governmental Accounting Standards Board.Prepare and interpret timely financial reports and analysis to be used by the appropriate Program Directors and/or Supervisors to assist management in decision-making.Provide training for Program Directors, Supervisors and Support Staff to help them better understand their financial reports.Work with the Director of Human Resources (HR) on all HR matters affecting financial operations – including, but not limited to, benefits issues.Lead the cash management functions:Monitor and manage cash flow and investments.Promote the efficient utilization of cash through coordinated management of payments, collections and cash balances.Invest excess cash in accordance with Board Policy and with the appropriate rules and regulationsReconcile all cash accounts.Act as the financial institutions liaison.Ensure adherence to any federal, state and local reporting requirements.Ensure all reporting is accurate and timely.Prepare quarterly and annual budgets, cash on hand reports and final completions reports for all programs that require such.Ensure fiscal compliance with all federal, state and local funded grants/programs.Responsible for the fiscal monitoring and reporting of the IDEA pass-through funds.Responsible for preparing the following on an annual basis:Comprehensive Annual Budget (CAB)Programs and Services & Instructional Materials and Technology Budget (P & S/IMT)Budget Analysis BookGeneral Administrative Budget for the Pennsylvania Department of Education (PDE)Annual Financial Report (AFR) for the PDE.Comprehensive Annual Financial Report (CAFR)Intermediate Unit Transparency Report to PDE (907-A Reporting)PA Unclaimed Property ReportIRS 1099 FormsAny other required reports as requestedSupervise the preparation of all financial information for the Board of Directors and attend all monthly Board meetings.Bills for Payment ReportTreasurer’s ReportBudget TransfersBudget ApprovalsBudget RevisionsManage the annual audits.Ensure that federal, state and local auditors receive all financial information needed to complete all audits.Prepare the Schedule of Federal Assistance (SEFA) for the local auditors.Assist local auditors with the preparation of the annual audit confirmations.Communicate any, and all, audit-related issues with the Business Administrator/CFO.Assist the Business Administrator/CFO with the filing of the Single Audit Report with the Federal Audit Clearinghouse.Ensure internal controls are in place, documents tested and provide assurances that Intermediate Unit reporting is timely and accurate and that the assets are safeguarded.Evaluate internal systems and provide feedback on risk assessment and internal controls.Review and appraise the soundness, effectiveness, and proper application of accounting and financial controls and compliance procedures.Ensure compliance with the authorization matrix as well as with Board Policy.Assist the Business Administrator/CFO with the development, implementation and maintenance of proper internal controls.Assist the Business Administrator/CFO with the development of the Special Education rates as well as with the Special Education billing in excess of $60 million per year.Assist the Business Administrator/CFO with the purchasing activities of the IU and the Bucks County Cooperative Purchasing Program.Uniform Commercial CodePennsylvania Public School Code of 1949The Procurement CodeFederal regulations such as Uniform Grant Guidance (UGG)Responsible for oversight of a comprehensive database on all Bucks IU vendors.Provide financial software and data processing support to all business office, human resource, and administrative staff when needed.Responsible for preparation of the financial statements for the Interlibrary Delivery Service of PA as well as for the billing and collections for Mathom House (Central Bucks SD) and Woods Services (Neshaminy SD). Provide support for all grant applications, funding opportunities, or new initiatives. Lead the Assistant Business Administrator job-alike group for the county. Participate with the Pennsylvania Association of School Business Officials (PASBO), the Delaware Valley Association of School Business Officials (DVASBO) as well as the Pennsylvania Association of Intermediate Units (PAIU) job-alike groups.Other Duties: This position description does not express nor does it imply that the above duties are the only duties to be performed by the incumbent(s) in this position.
